Yongin City Restricts Development Activity Permits for 360,000㎡ in Chang-ri, Namsa-eup

'Idong·Namsa Semiconductor Complex' Residential Relocation Site
Building New Construction and Expansion Restricted Until April 2026

Development activities such as new construction, extension, and reconstruction of buildings will be restricted for about two years over an area of approximately 360,000㎡ in Namsa-eup, Cheoin-gu, Yongin-si, Gyeonggi-do.

On the 11th, Yongin City announced that it has additionally designated and notified this area, secured as a relocation residential site for the 'Advanced System Semiconductor National Industrial Complex,' as a development activity permit restriction zone. The restricted area covers 368,160㎡ in Chang-ri, Namsa-eup.


This restriction on development activity permits aims to prevent speculative activities in this area, which is planned for residential facilities for relocated residents within the system semiconductor complex and for the industrial complex development site.


The city conducted a public inspection for residents at the end of last year to additionally designate the development activity permit restriction area.


With this designation, from the date of notification until April 12, 2026, activities such as ▲new construction or extension/reconstruction of buildings ▲installation of structures ▲landform changes (excluding cultivation) will be restricted in the designated area.


However, emergency measures for disaster recovery or disaster response, installation of structures directly used for agricultural and fishery production such as vinyl greenhouses, sericulture farms, and chili drying facilities, and landform changes for farming purposes without changing the land category are excluded from the restrictions.

Earlier, in March last year, when 7.1 million㎡ in Idong and Namsa-eup was selected as a candidate site for the government’s system semiconductor complex, the city designated 5.21 million㎡ in Deokseong, Songjeon, Simi, and Hwasan-ri in Idong-eup, Cheoin-gu, and 1.89 million㎡ in Wanjang and Chang-ri in Namsa-eup as development activity permit restriction areas in April of the same year.


A city official explained, “As a result of the tireless efforts of the mayor and city officials to prepare relocation measures for residents and companies within the national industrial complex site, relocation residential land was secured,” adding, “The restriction on development activities is to provide good relocation spaces for residents within the national industrial complex zone and to prevent speculation.”
