Junggu District Approves Establishment of Housing Redevelopment Association for Sindang 10 District

Jung-gu (District Mayor Kim Gil-seong) approved the establishment of the union for the Sindang 10 District housing redevelopment maintenance project on the 28th. A union was formed in Jung-gu for the first time in 20 years.


Additionally, a record was set by establishing the union just six months after the designation of the maintenance district.


As a result, Sindang 10 District, which is filled with low-rise old houses, has completed half of the process of transforming into a 35-story apartment complex with 1,423 households. In the maintenance industry, the establishment of a union is generally considered to mark 50% progress in the project.


Sindang 10 District is the first maintenance district where Jung-gu took public support initiatives by promoting rapid integrated planning and the direct establishment system of unions.


This area was selected as the first target site for Seoul’s rapid integrated planning in housing redevelopment projects in August 2021. In June of this year, it was designated as a maintenance district in less than two years, fully benefiting from the system. Given that the district was previously removed from the maintenance district in 2015 and that there have been skeptical voices about rapid integrated planning, the achievements of Sindang 10 District are significant.


Moreover, with the support of the direct union establishment system, the project period was shortened by more than three years. With the recent approval of the union establishment, Sindang 10 District has also become the first case in Seoul’s rapid integrated planning maintenance districts where a housing redevelopment union was established through public support.


Despite having a considerable number of landowners and others, Sindang 10 District achieved the required 75% consent rate for union establishment in just 36 days. Experts agree that such an achievement is unprecedented in the history of maintenance projects.


The speed and results demonstrated by Sindang 10 District from rapid integrated planning to union establishment approval are the product of Jung-gu’s thorough public support and active resident participation working in harmony.


The district provided unfiltered project information and real-time updates on progress through visiting resident briefings and academies, on-site support centers, consultations with experts in various fields, and band (online community) operations. Especially during the period of obtaining consent for union establishment, the consent rate was disclosed daily on the band, and innovative promotional methods such as producing promotional songs were implemented to encourage residents’ will.


After the founding general meeting on the 10th, Jung-gu completed its public support. Going forward, Sindang 10 District will carry out the remaining procedures such as selecting a construction company, obtaining project implementation approval, and management disposition approval, aiming to start construction in 2026.


Lee Chang-woo, chairman of the Sindang 10 District housing redevelopment union, said, “Although the district promised union establishment approval within the year, I was half in doubt. I am grateful for the support that made this good result possible, and I will do my best to repay the support.”


Kim Gil-seong, mayor of Jung-gu, said, “Jung-gu will be reborn as a new city centered on Sindang 10 District. Since this is a project site attracting attention in Seoul, let’s communicate and unite to overcome difficulties together until the residents move in.”
