Guro-gu Achieves 'Nationwide First Among Autonomous Districts' 2 Consecutive Years of Top Grade in Public Institution Comprehensive Integrity Evaluation

Guro-gu (District Mayor Moon Heon-il) has achieved the highest grade for two consecutive years in the "2023 Public Institution Comprehensive Integrity Evaluation" conducted by the Anti-Corruption and Civil Rights Commission.


The "Public Institution Comprehensive Integrity Evaluation" is a comprehensive assessment system that assigns each institution a grade from 1 to 5 based on survey results from residents who have experienced administrative services or employees belonging to public institutions, considering efforts to prevent corruption and the occurrence of corruption incidents.


Guro-gu rose sharply from grade 4 in the 2021 Public Institution Comprehensive Integrity Evaluation to grade 1 in 2022 within one year, and this year again recorded the highest grade of 1, solidifying its status as an excellent institution in integrity.


Notably, among the total 499 institutions evaluated, Guro-gu is the only autonomous district nationwide to receive the highest grade 1 for two consecutive years.


The district explained that this result was highly evaluated because it conducted an anti-corruption capability diagnosis and regularized the Integrity Promotion Council to reasonably improve corruption-prone areas.


The Integrity Promotion Council includes senior officials such as the district mayor and deputy mayor, who participate together to prepare and implement necessary improvement measures for integrity across the entire district administration, including personnel, contracts, budget, service, and organizational culture.


Additionally, Guro-gu is discovering and promoting various systems to spread a culture of integrity, such as realizing employee welfare, abolishing unreasonable practices like splitting the bill during meals with executives, and improving personnel systems.


Moon Heon-il, Mayor of Guro-gu, said, "The achievement of 'the first autonomous district to receive the highest integrity grade for two consecutive years' was possible thanks to the efforts of all public officials," and added, "Guro-gu will take the lead in ensuring that a culture of integrity firmly takes root in the public service community."
