Insulting the Victim Loudly to Nearby Inmates
Also Forcing Fellow Inmate to Bring in Goods Worth 140,000 Won
The perpetrator of the so-called 'Busan Dolleochagi' case, who was sentenced to 20 years in prison for indiscriminately assaulting a woman on her way home, has been brought to trial again on charges of threatening and insulting the victim.
On the 28th, the Criminal Division 1 of the Western Branch of the Busan District Prosecutors' Office (Chief Prosecutor Lee Young-hwa) announced that they had indicted Lee Mo (31) on charges of violating the Act on the Aggravated Punishment of Specific Crimes (retaliatory threats, etc.), insult, and coercion. The prosecution stated that Lee is suspected of making retaliatory remarks such as asking a YouTuber housed in the same cell to broadcast the 'Dolleochagi case' after his release, threatening "I will visit Mr. A's house after escaping prison to take revenge," and saying "You should be aware of the possibility of retaliation."
The YouTuber revealed Lee’s retaliatory threats in a broadcast interview after Lee’s release, and this information was conveyed to Mr. A. The prosecution explained that Mr. A subsequently suffered from extreme anxiety. Additionally, Lee is also accused of continuously making derogatory remarks about Mr. A, the victim of the Dolleochagi case, to fellow inmates within the detention center.
The prosecution judged that Lee insulted Mr. A even to inmates housed in adjacent cells through so-called 'tongbang' methods. Lee reportedly raised his voice higher than usual within the detention center cell to make insults about the victim audible to other cells. After securing evidence and conducting an on-site inspection, the prosecution confirmed that raising one’s voice above a normal tone inside the detention center cell is sufficient for it to be heard in other cells.
Lee’s attitude while incarcerated was also found to be poor. He is accused of threatening fellow inmate B, who is housed in the same cell, with remarks such as "I will break the room," coercing B to bring in visitation purchase items worth approximately 140,000 won on three occasions between May and June. The phrase "break the room" means that the inmate reports a rule violation by a cellmate, causing all inmates in the cell to be subject to investigation. This is slang used within detention facilities.
The prosecution plans to request that this case be consolidated and tried together with Lee’s ongoing trial for threatening his ex-girlfriend. Previously, Lee was indicted for sending threatening letters to his ex-girlfriend while in detention and admitted to all charges at the first trial held on the 20th.
A prosecution official stated, "Despite already inflicting irreparable harm on the victim through his crimes, we will do our best to ensure that the defendant receives a sentence commensurate with his offenses, including retaliatory acts."
Meanwhile, Lee was recently sentenced to 20 years in prison by the Supreme Court for the 'Busan Dolleochagi' incident, in which he chased and assaulted an unknown woman on a street in Busanjin-gu around 5 a.m. last May. Additionally, in October, Lee was fined 500,000 won in an appellate trial for charges of trespassing.
