Gangbuk-gu to Implement Home Visit Marriage Registration Service for Severely Disabled Starting Next Year

Gangbuk-gu, Seoul (Mayor Lee Soon-hee) will implement the "Marriage Registration Home Visit Service" starting January 2024 to assist severely disabled individuals with mobility difficulties in registering their marriages.


This service was established to support family relationship civil affairs for severely disabled individuals who have difficulty visiting the district office.


The home visit registration service targets severely disabled residents registered in Gangbuk-gu, and both parties involved in the marriage registration must be severely disabled. Disabled individuals who are able to visit the district office without mobility issues are excluded from this service in consideration of its purpose.


Those wishing to apply can do so by phone through the Gangbuk-gu Civil Affairs and Passport Division. Once the application is received, a pair of district officials will visit the residence of the disabled individuals to verify identity and disability registration status before processing the marriage registration. Upon completion, the results will be immediately communicated via text message and phone call.


As of December 2023, there are approximately 17,000 registered disabled individuals in Gangbuk-gu, of which about 37% (6,328 people) are classified as severely disabled.


Through this marriage registration home visit service, the district plans to realize kind administrative services for socially vulnerable groups and increase service usage among severely disabled individuals by distributing promotional leaflets containing QR codes that can be audibly accessed by visually impaired persons at 25 disability facilities within the area.


Lee Soon-hee, Mayor of Gangbuk-gu, stated, “Gangbuk-gu is promoting various projects to support the welfare and activities of disabled individuals, including job programs for the disabled, repair services for electric assistive devices, and insurance enrollment for electric assistive equipment.” She added, “We will continue to introduce barrier-free policies for disabled individuals going forward.”
