Yeosu City Awarded the 'Presidential Award' at the Local Finance Awards

Innovative Measures Proposed to Eradicate Illegal Rental Car Operations

Presidential Commendation and Securing 2 Billion KRW in Special Grants

Yeosu City, Jeollanam-do (Mayor Jeong Gi-myeong) announced on the 21st that it won the ‘Presidential Award,’ ranking first among local governments nationwide in the ‘2023 16th Korea Local Finance Awards’ hosted by the Ministry of the Interior and Safety, securing a special grant of 2 billion KRW.


The ‘Korea Local Finance Awards’ is the most prestigious award in the field of financial management, established by the Ministry of the Interior and Safety since 2008 to recognize organizations that have contributed to the development of local finance in areas such as expenditure efficiency and revenue increase, and to discover and share excellent utilization cases.

Earlier in November, 182 excellent cases from local governments nationwide competed through first and second preliminary screenings in four categories: ▲budget savings ▲innovation in local subsidies management ▲revenue increase (local taxes and non-tax revenue), among others.


Among these, the top 10 excellent cases were selected for case presentations, and the final presentation contest was held on the 13th at the Government Sejong Complex, where Yeosu City took first place.


The excellent case presented by Yeosu City was under the theme ‘Pinpoint Anytime, Anywhere! Daepocha,’ detailing the nationwide first establishment of a system linking the seizure of license plates on delinquent vehicles with the Ministry of Land, Infrastructure and Transport’s information on vehicles under operation suspension orders (commonly called ‘Daepocha’).


While conducting license plate seizure enforcement, the system allows on-site verification of whether the vehicle is a Daepocha, and upon detection, the vehicle’s wheels can be shackled immediately to seize the vehicle, which can then be actively disposed of through public auction, effectively managing Daepocha vehicles.


Currently, Daepocha vehicles pose a threat to public safety due to their misuse in crimes and various non-compliance issues. Although local governments and police continuously conduct crackdowns, the lack of a systematic system makes detection difficult.


Therefore, if this excellent case is expanded nationwide among local governments, it is expected to significantly increase revenue and enforcement against vehicles under operation suspension orders.


Mayor Jeong Gi-myeong of Yeosu said, “This achievement is the result of the passion and proactive collection efforts of the tax department staff who quietly collect delinquent taxes on the front lines,” adding, “We will continue to develop new collection methods to expand local finances and strive to realize tax justice.”


Meanwhile, the award ceremony for the ‘2023 16th Korea Local Finance Awards’ was held on the 19th at the main auditorium of the Government Seoul Complex annex, where Yeosu City received the Presidential Institutional Commendation.
