Nam-gu Upgrade... 15 Policies in 5 Areas Announced
No Hyung-wook, Director of the Economic and Land Transport Research Institute (former Minister of Land, Infrastructure and Transport), who is preparing to run for the Gwangju Metropolitan City Dong-gu Nam-gu Gap district, announced 15 policies across 5 sectors regarding the ‘Establishment of the Gwangju Southern Region Mega HUB Platform’.
On the morning of the 21st, Director Noh held a press conference at the Gwangju Metropolitan City Council and presented policies based on all his experience and know-how accumulated over 36 years of public service.
He explained the background of the policy announcement by stating that although Nam-gu has continued to grow since its division in 1995, it has a distorted production structure with nearly 90% of its economy in the service sector, and that it needs to prepare for a new leap forward centered on the Energy Valley and Hyochon Station.
The newly announced ‘Gwangju Southern Region Mega HUB Platform’ consists of five sectors: ▲Convenient Transportation ▲Prosperous Economy ▲Future-Ready Education ▲Comprehensive Welfare ▲Stable Livelihood.
Specifically, to achieve ‘Convenient Transportation,’ the rapid promotion of Phase 3 of Urban Railway Line 2 (Baegun Interchange?Hyochon District) will be pursued, and a Gwangju-Naju metropolitan railway network centered on Hyochon Station will be established. Additionally, the introduction of an Intelligent Transportation System (ITS) promises to resolve chronic traffic congestion at Baegun Square and other locations.
For a ‘Prosperous Economy,’ plans include the establishment of an ‘Energy and Logistics Complex Platform’ to revitalize the Energy Valley, the creation of a ‘Smart City,’ the redevelopment of old downtown areas such as Wolsan-dong, and the development of a Nam-gu tourism platform and Bitgoeul Theme Park (linked with the Municipal Arboretum and Gossaum Village).
To prepare for ‘Future-Ready Education,’ efforts will be made to select a glocal university through a consortium between Gwangju University and Songwon University, activate lifelong education by designating Nam-gu as a lifelong learning city, and introduce an AI-based Learning Analytics System (ALC) in Nam-gu’s middle and high schools.
To ensure ‘Comprehensive Welfare,’ the plan includes strengthening integrated care welfare services for Nam-gu by life cycle, realizing a ‘Healthy Nam-gu’ through AI healthcare, and enhancing welfare services for the disabled and socially vulnerable groups.
Finally, for ‘Stable Livelihood,’ the establishment of a step-by-step support system for small business owners from startup to growth, expansion of sports infrastructure such as park golf courses, soccer fields, and baseball stadiums, and the creation of a complex cultural and artistic space like ‘Sangsang Madang’ in Nam-gu were promised.
Director Noh expressed strong determination, saying, “As a member of the Democratic Party, I will firmly oppose the current government’s anti-people policies and pour all my know-how into the development of Gwangju and Nam-gu by leveraging my expertise in finance and experience as a minister.” He added, “Through the establishment of the ‘Gwangju Southern Region Mega HUB Platform,’ I will upgrade the development of Nam-gu to the next level.”
Meanwhile, Director Noh, a native of Gwangju, entered public service through the Administrative Examination, served as Deputy Minister at the Ministry of Strategy and Finance, and held the positions of Chief of the Office for Government Policy Coordination and Minister of Land, Infrastructure and Transport during the Moon Jae-in administration.
