Jinju City Implements Comprehensive Winter Measures to Fully Prevent Safety Accidents

Priority on Stabilizing Citizens' Lives

Jinju City in Gyeongnam Province is establishing and implementing a 'Comprehensive Winter Countermeasure Plan' to ensure that citizens can spend a safe and warm winter.


This comprehensive plan includes five main directions and detailed plans to thoroughly inspect and prevent expected disasters, accidents, and various safety incidents during the winter season from December to February next year: ▲Disaster and accident prevention ▲Fire prevention and forest fire control ▲Infectious disease response including COVID-19 ▲Stabilization of low-income households ▲Support for low-income and vulnerable groups.


First, the city has formed a Cold Wave Response TF team and operates a comprehensive support situation room for cold wave measures to prepare for sudden weather warnings. In addition, to prepare for various safety accidents, the city conducts preliminary investigations and safety inspections of habitual freezing zones, snow-vulnerable structures, and expected traffic disruption areas to eliminate risk factors in advance.


Along with this, administrative efforts will be focused on accident prevention and protection of vulnerable groups from cold waves and heavy snow through measures such as protection plans for vulnerable groups, operation of cold wave shelters, cold-related illness monitoring systems, prevention of water facility freezing, and safety management of agricultural and livestock facilities.

To strengthen safety management in fire-vulnerable areas, an emergency response organization is operated, and disaster-vulnerable facilities including multi-use facilities, daycare centers, goshiwons, and religious facilities will be inspected in 2023 to enhance large-scale fire response capabilities. As a special measure for forest fire prevention, a forest fire prevention situation room and a forest fire drone monitoring team will be operated to intensively monitor high-risk areas within forests and adjacent zones.


Measures to respond to infectious diseases such as COVID-19 will also be promoted, focusing on managing vulnerable groups to infection. The city maintains a 24-hour situation management system through the operation of a COVID-19 comprehensive situation room and conducts daily monitoring of confirmed cases and on-site inspections at infection-vulnerable facilities within the jurisdiction. In particular, efforts will be made to prevent infectious disease outbreaks by expanding free influenza vaccination targets and encouraging timely vaccination for those not vaccinated against pertussis.


In this comprehensive winter countermeasure plan, a price stabilization task force will be operated to support citizens struggling with high prices by managing price stability through monitoring fee and price increases, cracking down on collusion, checking measurement violations, and verifying compliance with origin labeling.


Mayor Jo Gyu-il said, “We will do our best to implement sector-specific measures so that all citizens can spend a safe and warm winter,” and added, “As unexpected abnormal weather has become frequent recently, we will thoroughly prepare for winter safety accidents.”
