Announcement of Mid- to Long-Term Structural Advancement Blueprint for Industrial Complexes

Competition for Establishing the Industrial Complex Master Plan Held on the 14th

A blueprint for structural advancement outlining industrial development and spatial reorganization strategies for major industrial complexes has been prepared. The Ministry of Trade, Industry and Energy (Minister Visit Byung-gyu) announced on the 14th that it held the 'Industrial Complex Master Plan Establishment Competition' jointly with the Korea Industrial Complex Corporation. This event was held as a follow-up measure to implement the 'Industrial Complex Location Killer Regulation Reform Plan' announced by the government last August.

Lee Sang-hoon, President of the Korea Industrial Complex Corporation, is reporting on the progress of the master plan establishment.

The Industrial Complex Location Killer Regulation Reform Plan announced last August included ▲flexibilization of rigid tenant industry systems to activate the entry and investment of advanced and new industries within industrial complexes ▲expansion of insufficient facilities such as sports, cultural, convenience, and welfare facilities within industrial complexes through increased private investment ▲innovation of regional industrial complexes led by local governments. This event was prepared as a blueprint for the major industrial complex structural advancement plans to be established under the leadership of local governments, in cooperation with local governments and regional industrial complexes, focusing on the local government-led industrial complex promotion policy among these measures.


The regional headquarters of the Industrial Complex Corporation formed task force teams with local governments to draft master plans for a total of 13 industrial complexes. On this day, the final evaluation and awards were given for the master plans of five industrial complexes that passed the preliminary screening. To boost the atmosphere of industrial complex innovation, an award ceremony was also held for the 'Future-type Industrial Complex Ideas' contest open to the general public. The work titled 'Lungs of the City,' themed on underground industrial complexes and the creation of parks above ground, won the Minister of Industry award and received a prize of 10 million KRW.


Deputy Minister Jang Young-jin of the Ministry of Trade, Industry and Energy said, "The amendment to the Industrial Cluster Act for reforming killer regulations on industrial complex locations passed the National Assembly plenary session on December 8 and is scheduled to be implemented from June next year. The master plan announced today is a very meaningful and important outcome that serves as the foundation and provides the basic direction for the structural advancement plans of each industrial complex to be established in the future." He added, "We will promptly proceed with the revision of subordinate laws and regulations to ensure that the reform of industrial complex location regulations is implemented without any setbacks."
