On the 14th, the Cheongju Cheongwon Police Station in Chungbuk announced that they had arrested Corporal B (21) on charges of violating the Act on the Aggravated Punishment of Specific Crimes (hit-and-run causing injury) and the Road Traffic Act (drunk driving and unlicensed driving), and handed him over to the military police.

The father of the victim, Mr. A, who came to the Cheongju Cheongwon Police Station for victim investigation, told Yonhap News, "The person was lying limp on the ground, but they didn't even take him to the hospital... He was my only son," expressing his anguish. He said he was so shocked that when he received the police call while sleeping, he thought it was a voice phishing scam.

Mr. A's father also uttered a bitter cry, saying, "I lived my whole life looking only at my son, how am I supposed to live from now on?"

Mr. A's wife, Ms. C, shed tears repeatedly and said, "He was a husband who worked hard until late at night with dreams of starting a franchise business," adding, "I was waiting for my husband at home, but I never imagined something like this would happen to me."

The victim is known to have been a newlywed who got married last October. He ran a small sandwich shop in Cheongju, and due to poor business conditions, he personally rode a motorcycle to make deliveries to save on labor costs. He was involved in the accident on his way home from work.

Earlier, Corporal B is accused of hitting a delivery motorcycle ahead of him at an intersection in Naedeok-dong, Cheongwon-gu, Cheongju City, around 12:26 a.m. the previous day, and fleeing the scene without stopping.

As a result of the accident, the motorcycle driver, Mr. A, suffered a severe head injury and was taken to the hospital but fell into a brain-dead state. It was reported that B was discovered by a passing taxi driver and taken to the hospital.

Corporal B, who does not have a driver's license, was driving a rental car registered under his mother's name while on leave. It was confirmed that he was driving after drinking with his girlfriend on the day of the accident. Furthermore, it was revealed that his license had been previously revoked due to drunk driving.

The police arrested Corporal B at his home 10 hours after the incident and handed him over to the military police.

At the time of arrest, Corporal B's blood alcohol concentration was below the legal limit for drunk driving. However, the police applied the Widmark formula to retrospectively estimate his blood alcohol concentration at the time of the accident. The result was estimated at 0.11%, exceeding the license cancellation level (0.08%).
