Seocho-gu Prepares 'Digital Work Manual' to Enhance Quality of Administrative Services

Seocho-gu Prepares 'Digital Work Manual' to Enhance Quality of Administrative Services

Seocho-gu, leading digital administration, is enhancing the quality of administrative services by preparing a digital work manual for 'Iljaller' (a newly coined term meaning a person who works well) employees.


Seocho-gu, Seoul (Mayor Jeon Seong-su) distributed the 'Iljaller Know-how, Seocho Work Platform,' an e-book containing work know-how and procedures, to all employees on the 12th. This is the first time among Seoul's autonomous districts that a work manual for all departments has been produced in e-book form.


The 'Seocho Work Platform' was prepared by the district to minimize work gaps through rapid handover during personnel transfers and leave of absence, and especially to help new public officials adapt properly, thereby improving organizational safety and the completeness of administrative work.


Accordingly, the district collaborated with all departments over about six months to create the work manual for standardizing detailed administrative procedures.


The 'Seocho Work Platform' standardized 582 administrative tasks across 59 departments and community service centers, making them immediately applicable in practice. It is organized in the order of ▲Work Overview ▲Work Process ▲Related Laws ▲Status of Related Organizations ▲Tips ▲Related Materials. Classified by institution, the manuals include 462 for the district office, 68 for the health center, and 48 for community service centers.


This work manual features ▲Usage without time and space constraints ▲Ease of updating related laws and guidelines ▲Accumulated know-how from practical experience of work personnel.


First, the 'Seocho Work Platform' was produced in e-book form instead of the traditional paper format, allowing comfortable viewing on PCs and smartphones. After installing the program, users can access shortcuts to understand the relevant tasks, and related content can be easily checked even from outside the office.


Also, when work content changes due to related laws and guidelines, the person in charge can update the e-book, making it easy to check for changes. This prevents incorrect administrative processing caused by precedents or rote learning in advance.


Additionally, practical help is provided through the 'Tips' screen, which records the know-how of the person in charge, and the 'Related Materials' function, which includes forms and other resources. This contains useful information such as actual civil complaint cases and their solutions.


In the future, the district plans to continuously update existing work manuals and discover new ones so that employees can easily learn their tasks and strengthen their job competencies.


Meanwhile, the district is leading digital administrative services. In July, it reopened the 'Smart OK Civil Service Center' incorporating digital technology, operating services such as ▲the nation's first electronic civil service form writing service using QR codes ▲a digital photo zone using QR codes that capture memories like marriage registration.


Jeon Seong-su, Mayor of Seocho-gu, said, “Through the Seocho Work Platform, we hope to establish a foundation for Seocho-gu employees' administrative capabilities to take a leap forward and provide high-quality administrative services to residents.”
