Jongno-gu Expands 'Smart Inpa Management System' Across Entire Area

Jongno-gu (District Mayor Jeong Munheon) has completed the development of the nation’s first ‘Smart Crowd Management System’ that combines LiDAR sensors and CCTV, and plans to expand its implementation throughout the district starting next year.


This system, the first of its kind established by a local government, reflects Mayor Jeong Munheon’s strong determination to prevent accidents like the Itaewon tragedy and to respond swiftly to fires in narrow alleys.


Since no other local governments have introduced such a system, Jongno-gu conducted market research to identify new technologies applicable to crowd detection and has been running a pilot project since May in areas such as the Ikseon-dong Hanok Village.


By integrating LiDAR sensors, which use lasers to measure distances and collect and analyze 3D information of individual objects, with CCTV, the system focuses on quickly assessing crowd density and preventing safety accidents. The collected data is analyzed in real-time and immediately provided to Jongno-gu, the police, and fire departments.


When crowd density exceeds a certain threshold, the system displays congestion levels on LED screens, and in emergencies, control operators broadcast warnings automatically or manually to ensure citizen safety.


Additionally, various collected data including pedestrian volume, walking speed, and walking direction will be used to improve sidewalk efficiency and safety, and to establish effective crowd management plans.


Mayor Jeong Munheon stated, “We have developed the nation’s first smart crowd management system using LiDAR sensors to support citizens in safely visiting Ikseon-dong. Starting in 2024, we will expand the system to other areas within the district, setting an example as the safest and most secure area in Jongno and continuing to protect citizen safety.”
