The district will hold the Community Social Security Council Policy Proposal Meeting titled 'Welfare No. 1 District, How About This? Empathy Talk' to activate public-private cooperation and build a dense social safety net.
The Community Social Security Council is a public-private cooperative organization for the promotion of community welfare, consisting of representatives and working councils, as well as six working subcommittees: ▲Women ▲Persons with Disabilities ▲Seniors ▲Children and Youth ▲Housing ▲Case Management. A total of about 170 members, including public officials, welfare institution and facility workers, and experts in relevant fields, are serving as committee members. Additionally, the Dong Resident Welfare Council operates separately, with about 500 members working to discover welfare blind spots in neighborhoods and connect local resources.
The district decided to hold the Nowon-gu Community Social Security Council Policy Proposal Meeting 'Welfare No. 1 District, How About This? Empathy Talk' to share the results of projects promoted by the Community Social Security Council over the year. The event aims to bring together field workers striving to solve local welfare issues and residents interested in a 'sustainable community' for discussion.
The event will be held on December 8 at 4 p.m. in the large auditorium on the 2nd floor of Nowon-gu Office. Six subcommittee heads will propose policies derived from this year’s policy agenda discovery projects.
After the subcommittee heads’ presentations, an empathy talk will follow. Seats will be arranged in a circle by the six proposed policies, allowing attendees to sit at the table of the topic they are interested in and engage in discussion. After the discussion, three core policies will be selected and announced based on feasibility and necessity.
The Housing subcommittee will propose the creation of an emergency temporary housing called ‘Nest of Hope’ for vulnerable groups facing eviction crises, domestic violence victims, and disaster-affected households under the theme ‘THE Warm Shelter Even in Crisis.’
The Case Management subcommittee will present under the theme ‘Public-Private Cooperation, THE Tight Case Management,’ proposing the establishment of a support system through budget securing, activation of networks, and operation of the Nowon-type case management school.
The Children and Youth subcommittee will emphasize the need to develop diverse cultural and artistic content unique to Nowon to help children grow creatively under the theme ‘Out of the Classroom, THE Shining Children and Youth through Culture.’
The Seniors subcommittee will propose systematic measures to revitalize senior employment, the Women subcommittee will suggest policies to promote economic activities for women with career experience, and the Persons with Disabilities subcommittee will present facility usage improvement plans derived from a survey on leisure and cultural life for persons with disabilities.
Notably, starting this year, the meeting will shift from the traditional performance sharing format to a ‘Policy Proposal Meeting’ in the form of suggestions based on research to emphasize the council’s role as a deliberative and advisory body for the community social security plan. Proposed niche policies will be forwarded to the relevant departments to explore implementation methods.
Meanwhile, on the 28th of last month, the Dong Resident Welfare Council Performance Sharing Meeting was held. This year, Nowon-gu’s Dong Resident Welfare Council promoted projects such as street campaigns by neighborhood, distribution of door-hanger leaflets, installation of welfare suggestion boxes in apartment complexes, and regular check-ins on households at risk of solitary death using health drinks like yogurt to encourage local residents’ participation and interest in discovering welfare blind spots.
District Mayor Oh Seung-rok said, “The policies proposed by the Community Social Security Council based on this year’s activities will be a valuable foundation for realizing a welfare city, Nowon.” He added, “We will continue to do our best to create a Nowon where no one is left behind and everyone is happy, as the Welfare No. 1 District.”
