14 Ordinances and Budget Proposals Scheduled for Approval
The Gurye County Council in Jeollanam-do (Chairman Yu Si-mun) announced that it opened the 304th extraordinary session for a 14-day schedule from the 5th to the 18th.
During this extraordinary session, the council plans to deliberate and approve 2 ordinances proposed by council members, 14 ordinances submitted by the executive branch, the 2024 budget, and the 3rd supplementary budget.
Key ordinances include the amendment of the Gurye County Ordinance on the Treatment and Support for National Veterans, which raises the monthly payment of the Veterans Honor Allowance from 50,000 KRW to 60,000 KRW and the monthly payment of the War Veterans Honor Allowance from 80,000 KRW to 100,000 KRW, as well as the amendment of the Gurye County War Veterans Support Ordinance.
Other notable ordinances include the amendment of the Gurye County Apartment Management Support Ordinance, which lowers the application scope of the apartment support project from 20 households or more to 10 households or more to expand the project target, and establishes an Apartment Management Dispute Mediation Committee; the amendment of the Gurye County Building Ordinance, which relaxes regulations on roofs for rooftop waterproofing; and the amendment of the Gurye County Alley-type Shopping District Designation Ordinance, which lowers the designation criteria from 30 or more stores to 20 or more stores to provide a basis for designating and revitalizing alley-type shopping districts.
The 2024 budget for Gurye County totals 348.7 billion KRW, including 343.3 billion KRW in the general account and 5.4 billion KRW in the special account, representing an increase of 0.97% or 3.3 billion KRW compared to the previous year. The 3rd supplementary budget for 2023 is 452.3 billion KRW, which is a decrease of 1.37% or 6.3 billion KRW from the originally approved amount.
The detailed agenda begins with the 1st plenary session on the first day of the extraordinary session, the 5th, followed by the operation of the Budget and Accounts Special Committee from the 5th to the 8th for detailed review, and concludes with the final resolution on the 18th, wrapping up the 14-day schedule.
Chairman Yu Si-mun stated, “Since the tax revenue outlook for next year is bleak, and our county relies heavily on dependent resources, meticulous budget review is more necessary than ever,” adding, “Above all, please prioritize the quality of life of the residents in your review.”
Meanwhile, on the same day, Councilor Yang Jun-sik, during a 5-minute free speech, argued for constructing a tunnel connecting Hyogok-ri in Ganjeon-myeon to Gwangyang City instead of the planned tunnel connecting Hacheon-ri in Ganjeon-myeon to Gwangyang City by the executive branch. He urged that a sufficient public discussion process, including gathering residents’ opinions, be conducted to reach a conclusion and build a tunnel that will lead to the development of Gurye County.
