Operating 37 Frostpuliglu Cold Wave Reduction Facilities, 200 Seoripul Ondol Chairs, and 20 Road Heating Systems to Prevent Ice Road Accidents... Monitoring Health and Conducting Visits and Phone Check-ins for Elderly Living Alone, Homeless, and Vulnerable Health Groups
Seocho-gu, Seoul (Mayor Jeon Seong-su) is implementing a 'Comprehensive Winter Cold Wave Countermeasure' until March next year to ensure a safe and warm winter.
The district has prepared meticulous cold wave measures including ▲establishing and operating a cold wave situation management system ▲operating resident-friendly cold wave mitigation facilities ▲protection measures for vulnerable groups during cold waves ▲winter health care visits ▲and safety management of cold wave vulnerable facilities.
This year as well, the district operates various cold wave mitigation facilities such as warming tents and road heating cables throughout the area to help residents stay warm.
First, the ‘Seoripul Igloo’ is a warming tent installed near bus stops and crosswalks. Measuring 3.6m wide, 1.5m deep, and 2.8m high, it can accommodate about 10 adults simultaneously. This year, a total of 37 locations will be operated.
Also, 200 ‘Seoripul Ondol Chairs’ are operated near bus stops. These automatically activate when the ambient temperature drops below 18℃, maintaining the seat surface temperature at 38℃ to provide warmth. Notably, this year, windshields have been installed on the chairs to allow two people, such as ‘parents and children’ or ‘elderly needing support,’ to sit side by side.
To prevent slip accidents caused by snow and ice during winter, seven additional road heating cable sections have been added this year, operating a total of 20 locations. The newly installed sections this year include Myeongdal-ro and Seocho-daero 64-gil, totaling 20.6 km.
Additionally, three more automatic remote-controlled brine spraying devices have been added on steep slopes and sharp curves, bringing the total to 12 locations. The district also operates 23 small snow removal machines for sidewalks this year to ensure prompt road snow clearance.
Protection measures for vulnerable groups during cold waves are also being promoted. Health high-risk households such as elderly living alone, homeless people, disabled persons, and those with chronic diseases are visited or contacted via phone or text to check their health status and provide cold wave action guidelines.
In particular, for vulnerable elderly living alone households, real-time safety monitoring of temperature, humidity, and movement is conducted using IoT, and inspections of electrical, gas, and fire facilities are supported for safety-vulnerable households. Furthermore, 58 cold wave shelters are operated throughout the district so that any resident can escape the cold.
Jeon Seong-su, Mayor of Seocho-gu, said, “We will make every effort to ensure residents can have a safe and warm winter from the cold wave by thoroughly implementing the comprehensive winter cold wave countermeasures and preparing meticulously to prevent safety accidents.”
