Gangseo-gu Expands Criteria for Household Waste Disposal Business Permits to Enhance Quality of Administrative Services

Gangseo-gu, Seoul (Mayor Jin Gyo-hoon) announced on the 5th that it will start issuing new permits for subcontractors collecting and transporting household waste from this month to improve residents' satisfaction with cleaning services.


This initiative aims to break the long-term monopolistic position of some household waste collection and transportation subcontractors, promote competition to secure professional expertise, and reduce related budgets.


Last year, the district introduced a restricted competitive bidding system to break the practice of negotiated contracts, but the high threshold for the qualification requirement of household waste collection and transportation permits made it difficult for new companies to enter the market. Therefore, from this month, in addition to the household waste collection and transportation permit, companies that meet the qualification requirements stipulated in the Waste Management Act can also apply for the relevant permits, encouraging competition in household waste collection and transportation services.


Through this, the district expects to secure fairness and transparency in cleaning administration and significantly contribute to budget savings for household waste collection and transportation subcontracting fees.


In this regard, an agreement was reached through consultations among autonomous districts (Mayors' Council) to remove the 'restrictions on the location of bidders and business areas within the bidding qualification conditions' when announcing service bids. This case was selected as an excellent example in the Ministry of the Interior and Safety's '2023 3rd Quarter Evaluation of Shadow and Behavioral Regulation Improvement through Active Administration.'


Mayor Jin Gyo-hoon said, "We have expanded the permit criteria for household waste collection and transportation to improve the quality of cleaning services and reduce wasted budgets," adding, "We will actively support administrative services to discover and improve entrenched practices and promote convenience for Gangseo-gu residents."
