On the 1st, the government passed a resolution to request reconsideration of the amended Labor Union Act, known as the 'Yellow Envelope Act,' prompting an immediate backlash from the Federation of Korean Trade Unions (FKTU).
In a statement released that day, the FKTU said, "The government and ruling party, who always claimed 'the people are always right,' have betrayed public opinion. Although the Supreme Court confirmed the legitimacy of the amendments to Articles 2 and 3 of the Labor Union Act, and the International Labour Organization repeatedly recommended revising the law, the president has once again nullified legislative authority following the Grain Management Act and the Nursing Act," adding, "The government, which so loudly advocated for labor-management rule of law, completely ignored the judgments of the judiciary and legislature and unconditionally accepted only the position of employer organizations."
Furthermore, the FKTU stated, "The government and ruling party must take clear responsibility for blocking the amendments to Articles 2 and 3 of the Labor Union Act, which barely passed the National Assembly thanks to the sacrifices of countless workers," and emphasized, "In particular, Minister of Labor Lee Jeong-sik, who expressed a stance on the Yellow Envelope Act even more severe than that of the economic ministries, should reflect deeply and bear a profound sense of guilt. The FKTU will confront the Yoon Seok-yeol administration's labor regressions and oppression with unwavering struggle."
The FKTU also announced that it would not participate in the deputy representative-level meeting of the Economic, Social and Labor Council scheduled for that afternoon.
