Naju City Council Urges Fundamental Measures for Preventing Abnormal Timing Crimes

Resolution on the Proposal Primarily Submitted by Representative Han Hyeongcheol

Naju City Council (Chairman Lee Sang-man) announced on the 29th that it held the 2nd plenary session of the 256th regular meeting of the Naju City Council and passed a resolution urging fundamental measures to prevent ‘Idiosyncratic Motive Crimes,’ which was proposed by Councilor Han Hyeong-cheol.


Through this proposal, they urged the prompt enactment of enhanced punishment laws for ‘Idiosyncratic Motive Crimes’ and the establishment of regulations to directly punish threatening acts against unspecified many.

They also emphasized that the government should strengthen its response and punishment for ‘Idiosyncratic Motive Crimes’ and actively work to alleviate public anxiety.


The Naju City Council plans to deliver the petition to the President (Chief of Staff), Speaker of the National Assembly, Minister of Justice, Chief Justice of the Supreme Court, Prosecutor General, heads of metropolitan and local governments nationwide, and chairs of metropolitan and local councils.


Councilor Han said, “Punishments for idiosyncratic motive crimes often end up being lenient for various reasons during trials.”


He added, “According to a survey conducted by Korea Gallup in August, 92% supported the introduction of life imprisonment without parole for idiosyncratic motive crimes,” and argued, “It is necessary to raise the level of punishment for idiosyncratic motive crimes to raise awareness.”


Furthermore, he stated, “The establishment of a new ‘Public Threat Crime’ law, which directly punishes threatening acts against unspecified many, currently implemented in countries such as Germany and the United States, should also be actively discussed.”
