Busan City Completes First Anchor Facility for 15-Minute City Policy Contest Project

Busan City will hold the ‘15-Minute City Policy Contest Project Yeonje-gu Completion Ceremony’ at 3 p.m. on the 24th at the Mirror Rock Rest Area in front of Yeonsan Library.

The event will be attended by Ju Seok-su, head of Yeonje-gu Office, governance and empathy policy team members, and about 50 local residents, and will proceed in the order of ▲ progress report ▲ congratulatory remarks ▲ commemorative photo ▲ on-site tour.


The city transformed the space around the municipal Yeonsan Library into a multipurpose shared space, redeveloping it as a new cultural and green service anchor facility. This is the first realization model of the 15-minute city, aiming to establish a hub space within walking distance and restore the community of local residents.


In the area around the municipal Yeonsan Library, which is used by more than 200,000 people annually, a hidden space blocked by fences was connected to a forest book caf? and an outdoor park in the alley in front of residents’ homes.


This project is the first discovered proposal project in Yeonje-gu that implements the value of the 15-minute city by converting underutilized idle spaces into cultural pop-up event and resident participation program spaces through Busan City’s ‘15-Minute Living Zone Policy Contest’ held in June last year, and revitalizing them as spaces for citizen communication and exchange to restore the community.


Starting with detailed design in November 2022, Yeonje-gu began full-scale construction in May this year, connecting the two-story building housing the book caf? and cultural lecture space with the existing park, renewing it as a cultural space in front of residents’ homes.


The 15-Minute City Policy Contest Project identified a total of 15 tasks across 10 autonomous districts through on-site demand surveys last year. A total of 92.2 billion KRW will be invested by 2025, with projects entering completion stages step by step this year.


Starting with Yeonje-gu, as the annual policy contest projects are completed in stages, it is expected that the insufficient complex living hubs within living zones will be expanded and accessibility between hub facilities will improve.


Additionally, through the activation of communication and exchange among neighbors, it is expected to take a step closer to a happy Busan for all citizens by fostering community development and self-realization within the community.


Mayor Park Hyung-jun stated, “The ultimate goal of the 15-minute city is to restore and revitalize a warm community with sustainable and diverse content through citizen communication and exchange spaces,” adding, “The 15-minute city will shine brightly when all citizens recognize local issues together and participate for future generations. Starting with this Yeonje-gu anchor facility, we will proceed with the project step by step without delay to successfully create a 15-minute city Busan.”
