This cold wave advisory was issued as the minimum temperature on the morning of the 24th is expected to drop by more than 10 degrees compared to the previous day, falling below 3 degrees Celsius. The comprehensive cold wave support center is composed of the Situation Management Team, Life Support Team, Energy Recovery Team, Rescue and First Aid Team, and Medical Quarantine Team. The center monitors weather conditions, damage status, and the management status of vulnerable groups and facilities during the cold wave, and responds to any incidents that occur. In particular, to prevent casualties among vulnerable elderly individuals, safety checks are conducted via phone calls and visits, and meal side dishes are delivered to low-income elderly people. Patrols are intensified in areas with high concentrations of homeless people, and winter supplies are also distributed.
Seoul City also disseminated citizen action guidelines for health management through social networking services (SNS) on the same day. Choi Jin-seok, Director of the Seoul Disaster and Safety Management Office, stated, "As temperatures are expected to suddenly drop by more than 10 degrees, bringing severe cold, please refrain from going out as much as possible, maintain warmth, manage your health, and be cautious of safety accidents such as fire prevention."
