Geumcheon-gu Launches Comprehensive Winter Safety Measures for Residents

Geumcheon-gu (Mayor Yu Seong-hoon) announced that it will operate the "Comprehensive Winter Measures" until March 15, 2024, to ensure that residents can spend a warm and safe winter.


Geumcheon-gu will implement detailed measures in four areas?cold wave, snow removal, safety, and health/environment?to prevent various winter disasters and safety accidents in advance and to protect vulnerable groups from cold waves and heavy snowfall.


As part of the "Cold Wave Measures," a cold wave response headquarters will be operated when a cold wave advisory is issued to manage the cold wave situation in real time.


To protect vulnerable groups in welfare blind spots, welfare planners and visiting nurses will visit high-risk households, preparing for emergency crisis situations by utilizing personal safety networks such as the Ttongttong Hope Naraedan and welfare account holders.


Heated seats will be additionally installed at 15 bus stops, and 13 senior centers and 10 community service centers will be operated as cold wave shelters. Additionally, through the "Warm Winter with Hope Ondol" project, donations and goods will be collected to spread a culture of sharing within the community and support vulnerable groups.


For "Snow Removal Measures," a snow removal headquarters composed of 13 task forces has been established. Under normal circumstances, it performs 24-hour disaster situation management and information dissemination, and in emergencies, snow removal measures are implemented according to the situation's stages.


This year, road heating cables were additionally installed in seven snow removal vulnerable areas, and an automatic brine spraying device was added in one location.


At 20 vulnerable points such as mountain passes and alleys, closed-circuit televisions (CCTV) will detect signs of snowfall, and snow removal work will be carried out immediately. A mobile snow removal team will also be operated, and the use of small snow removal material spreaders will be expanded to strengthen snow removal response on side roads.


As part of the "Safety Measures," joint intensive inspections will be conducted by relevant departments, agencies, and external experts on a total of 227 disaster-vulnerable facilities, including major construction sites and multi-use facilities.


To prevent winter fires, facilities in six traditional markets will be inspected. Administrative actions will be taken for violations of individual laws found during inspections, and urgent safety measures such as repairs, reinforcements, or usage restrictions will be implemented if serious defects or risk factors are discovered. Minor issues will be corrected immediately on-site during inspections.


For "Health and Environmental Measures," the COVID-19 response disaster safety headquarters and screening clinics will operate adjusted hours from 9 a.m. to 6 p.m., seven days a week. This is a response to COVID-19 being reclassified as a Level 4 infectious disease.


Installation support for window-mounted ventilation purifiers and air curtains will be provided to senior centers and daycare centers to create a comfortable indoor environment and protect the health of vulnerable groups sensitive to fine dust.


Additionally, the district will promote various measures to ensure residents’ safe winter, including management of illegal and substandard foods during winter, stabilization of the local economy, stable energy supply, enhancement of public transportation capacity during snowfall, and prevention of forest fires.


Yu Seong-hoon, Mayor of Geumcheon-gu, said, "This winter may bring unexpected abnormal weather due to climate warming. We will do our best to minimize damage caused by various winter disasters, protect the precious lives and property of residents, and ensure that residents can spend a warm winter."
