Changwon Special City, Audit of Private Development Special Project for Sahwa and Daesang Parks Ongoing

Audit Results to Be Finalized Within This Month

On the 9th, Changwon Special City in Gyeongnam announced during the interim presentation of the audit on the private development special project of Sahwa Daesang Park that the private developer violated the regulation requiring the entire park area to be purchased and then donated to the city according to the Park and Green Space Act, thereby providing preferential treatment.

In this regard, Changwon Special City recently provided objective evidence in response to some media reports stating, “Exemption from purchasing public land by the Ministry of Land, Infrastructure and Transport is not preferential treatment.”


First, the city’s Park Development Division received a reply from the Green City Division of the Ministry of Land, Infrastructure and Transport on September 27, 2017 (during the 6th local government term) stating ▲“Private park promoters must purchase the relevant park land to create urban parks, and whether to purchase depends not on the ownership classification of the land” and ▲“Private park promoters must pursue the purchase of the entire park land regardless of ownership classification.”


Additionally, the city’s Investment Attraction Division received a reply from the Green City Division of the Ministry of Land, Infrastructure and Transport on March 23, 2018 (during the 6th local government term) stating that “Private park promoters must pursue the purchase of the entire park land regardless of ownership classification.”


The city’s Citizen Park Division also reported on March 7, 2019 (during the 7th local government term) through a business trip to the Ministry of Land, Infrastructure and Transport that “In private special projects, it is a principle to donate at least 70% of the park area, and the land within the project area must be purchased regardless of ownership classification.”


Furthermore, the private developer recruitment plan for the Sahwa Park private development special project established by the city’s Park Development Division on April 25, 2017, specifies in the project method section that “the private developer purchases the park facility land and then donates it to Changwon City,” and the recruitment guidelines also state that “the private park promoter purchases the park land.”


Along with this, the private developer recruitment plan for the Daesang Park private development special project established by the city’s Investment Attraction Division on January 11, 2018, includes the “condition to purchase all national and public land,” and the recruitment guidelines specify that “in the case of land, the project implementer purchases all parcels including national and public land.”


Meanwhile, regarding the phrase “Please note that this audit result may change” in the interim audit result announcement, the city clarified that it does not mean “the content of the announced interim audit result will change,” but rather that “the audit is still ongoing and is scheduled to be finalized by the end of November, so additional content may be included during the process.”
