What Is the Reason for the Absence of Seocho-gu Facilities Management Corporation?

The Seocho District Council (Chairman Oh Se-cheol) opened the 330th 2nd regular session, the last session of this year, and began a 29-day schedule.


During this regular session, there will be the 2023 administrative audit, district administration questions, review of the 2024 revenue and expenditure budget and fund operation plan, among other matters. At the 1st plenary session on the 15th, Chairman Oh Se-cheol gave the opening remarks, followed by Seocho District Mayor Jeon Seong-su’s administrative speech and a proposal explanation on the 2024 revenue and expenditure budget and fund operation plan.


Five-minute free speeches by Councilors Oh Ji-hwan and Kim Seong-ju were also held. First, Councilor Oh Ji-hwan pointed out that although there is capacity to accommodate rescued animals at the Seocho Animal Love Center, the center does not allow admission based on uncertain and discriminatory criteria such as age or physical condition. Councilor Oh urged the establishment of new admission and protection guidelines for rescued animals in accordance with the original purpose of the Animal Love Center. Next, Councilor Kim Seong-ju pointed out the need to re-examine private consignment projects that require significant financial input, as a tax revenue reduction of about 40 billion KRW is expected. Councilor Kim called for more thorough supervision and accounting audits tailored to the characteristics of each entrusted institution to improve inefficient operations of private consignment facilities, and further urged the establishment of the Seocho District Facility Management Corporation.


Additionally, the council handled the following matters: ▲Request for attendance of the district mayor and related officials ▲Resolution on the formation of the Budget and Settlement Special Committee ▲Partial amendment ordinance on the operation of the Seoul Special City Seocho District Taxpayer Protection Officer ▲Partial amendment ordinance on the establishment and operation of the Seoul Special City Seocho District Culture and Arts Promotion Fund ▲Consent for the contribution to the Seocho Cultural Foundation ▲Partial amendment ordinance on the establishment and operation of the Seoul Special City Seocho District Building Safety Special Account ▲Partial amendment ordinance on the establishment of the Seoul Special City Seocho District Parking Lot Special Account ▲Consent for the 2024 contribution to the Korea Local Tax Research Institute ▲2024 regular Seoul Special City Seocho District shared property management plan, among others.


Chairman Oh Se-cheol said in his opening remarks, “This regular session is the most important session of the year to wrap up this year with district administration questions, administrative audits, and next year’s budget review, and to prepare for a new future,” urging, “Let us meaningfully fill the remaining time for a Seocho of justice, fairness, and common sense.” In particular, Chairman Oh expressed concern that “tax revenues continue to decline due to economic downturns such as high interest rates and real estate market stagnation,” emphasizing that “a meticulous and thorough budget review must be conducted to efficiently allocate the budget to the right places, not to populist or wasteful projects.”


Meanwhile, the Seocho District Council will conduct administrative audits from the 15th to the 22nd. On the 21st, an audit team will visit 17 community service centers. From the 30th to December 5th, the standing committees will review the 2024 revenue and expenditure budget. The total budget submitted by Seocho District Office this time is 863.8 billion KRW, an increase of 1.26% compared to 2023, consisting of 822.3 billion KRW in the general account and 41.5 billion KRW in the special account. Based on the review results of the relevant standing committees from December 6th to 12th, the Budget and Settlement Committee will conduct further review, and on December 13th, at the 4th plenary session, the administrative audit report will be adopted and the 2024 budget finalized.
