Raymond's criminal activities came to light in May 2020 when a woman who was raped by him reported to the police. The victim stated during the police investigation, "I had a glass of wine but lost consciousness, and when I woke up, I was naked."
Raymond resigned from the CIA as the police investigation began. He was arrested in October 2020, five months after the crime was reported, and was detained for over three years in a prison in Washington, D.C. during the investigation.
Police investigations revealed that Raymond raped 28 women in six countries since 2006.
Fluent in Spanish and Chinese, he committed sexual assaults even while working overseas. Investigations showed that Raymond used dating applications to meet women, brought them to his home, secretly administered sleeping pills, and repeatedly raped them.
About 500 photos and videos of women in a nude state, filmed illegally, were also found on his cellphone.
The CIA issued a statement saying, "We take the sexual assault case involving a former employee very seriously," and "We are cooperating fully with the police investigation to ensure justice is served."
Meanwhile, Raymond's sentencing is scheduled for September 2024.
