This cooperation comes as Pohang and Gumi cities in Gyeongbuk were selected as national advanced strategic industry specialized complexes, aiming to enhance competitiveness in advanced industries and revitalize the local economy. Each party agreed to closely support the realization of a super-gap in advanced technologies of key national strategic assets such as secondary batteries and semiconductors, securing overwhelming manufacturing capabilities, and establishing a robust industrial ecosystem.

To this end, each institution will promote measures such as preparing corporate policy financial support programs related to national advanced strategic industries, building value chains and ecosystems for national advanced strategic industries, fostering linked growth of upstream and downstream industries of national advanced strategic industries, and providing financial advisory services when establishing new industrial complexes such as national advanced strategic industry specialized complexes.

The Korea Development Bank stated, “Through this MOU, we expect to create an optimal financial environment to support the fostering of national advanced strategic industries linked to regional specialized industries, thereby establishing a successful collaboration system between policy financial institutions and local governments.” It added, “We will actively respond to the government's advanced industry promotion policies and contribute to achieving economic security and revitalizing the local economy by securing a super-gap in national strategic technologies through leading financial support.”
