Songpa-gu (Mayor Seo Gang-seok) has taken the lead in supporting ‘proactive administration’ so that public officials can overcome unreasonable regulations or practices and carry out creative administration.

Seo Gang-seok, Mayor of Songpa-gu, stated, “In the 8th elected term, Songpa-gu is focusing on servant administration with the vision of ‘Songpa, a premium city serving its residents as owners.’ In particular, we are striving for proactive administration to create changes that residents can feel, with creativity, innovation, and fairness as core values.”

To this end, the district has started various projects for ‘proactive administration’ this year to change the organizational culture.

In July, the district pilot-introduced the ‘Proactive Administration Mileage System’ and awarded 52 points to 12 departments as of September. Mileage points are given to public officials who actively carry out tasks such as budget savings and system improvements despite legal and institutional limitations, and incentives are provided according to the scores.

In fact, the district awarded mileage points for cases such as ▲providing the ‘Civil Petition Form QR Code Guidance Service,’ which made it easy and convenient to fill out complicated civil petition forms, thereby enhancing administrative convenience ▲resolving the grievances of Hanam citizens suffering from light pollution and noise at the Songpacheonma Park soccer field.

The district will also introduce the ‘Proactive Administration Exemption Protection Officer’ system. This system helps public officials avoid disadvantages from the Board of Audit and Inspection or higher authorities for results achieved through proactive work, thereby spreading a culture of proactive administration. However, there must be no intentional or gross negligence in the act.

The district appoints the Audit Officer as the Exemption Protection Officer and supports exemption procedure consultations, reviews and advises on exemption examination materials, and provides legal information. This applies to public officials for whom exemption recommendations are approved by the Proactive Administration Committee organized by the district.

Additionally, the district provides pre-consulting to departments struggling with unclear laws and regulations, selects excellent proactive public officials (teams) twice a year, and is working hard to motivate and establish a foundation for proactive administration.
