'Gangbuk Mammoth' Seongsan Siyoung to be Rebuilt with up to 40 Floors and 4,823 Units

Seoul City Maintenance Plan and Maintenance Zone Designation Amendment Approved
Maximum Height Relaxed to 40 Floors with Abolition of 35-Floor Rule

The Seongsan Siyoung in Mapo-gu, Seoul, a mammoth-scale reconstruction project in the Gangbuk area, will be reborn as a new apartment complex with approximately 4,800 units and a maximum height of 40 floors.


On the 18th, Seoul City held an urban planning committee meeting and announced on the 19th that it had approved the amendment of the district unit plan for the Seongsan District housing development zone, as well as the reconstruction maintenance plan, designation of the maintenance area, and landscape review for the Seongsan Siyoung Apartment reconstruction.

Constructed in 1986, this apartment complex combines Yuwon, Seongyeong, and Daewoo apartments, totaling 3,710 units. It is the second-largest reconstruction complex in Gangbuk, following the Miryung, Miseong, and Samho 3rd phase (Wolgye Siyoung, 3,930 units) in Wolgye-dong, Nowon-gu, Seoul. Through reconstruction, Seongsan Siyoung will be transformed into 30 apartment buildings with 4,823 units (including 516 public housing units).


Initially, during the resident public inspection in December 2022, the maximum floor height was planned to be 35 floors; however, with the removal of floor height restrictions in the 2040 Seoul Urban Basic Plan, the maximum height has been increased to 40 floors.


Seongsan Siyoung’s reconstruction project was expedited because Seoul City proactively pursued the establishment of the district unit plan for the Seongsan District housing development zone and the reconstruction maintenance plan simultaneously. As a result, in August, the area was designated and announced as a special planning zone within the district unit plan area, and with the recent approval of the reconstruction maintenance plan through this review, rapid project progress has become possible.


The site is conveniently located near World Cup Stadium Station (Line 6), Mapo-gu Office Station (Line 6), and Digital Media City Station (Line 6, Gyeongui-Jungang Line, Airport Railroad), offering excellent transportation access. Additionally, it is close to Seongwon Elementary School, Sinbuk Elementary School, and Jungam Middle School, providing a favorable educational environment, and it adjoins the Mapo District Office.


According to the district unit plan guidelines, a semi-circular open park will be created centered around Seongmida Bridge along the Bulgwangcheon Stream, forming a waterfront central space connected to nearby cultural facilities such as the World Cup Stadium and the Culture Storage Base. Shared facilities will be placed near the park for use by residents in the vicinity.


A Seoul City official stated, “Upon completion of the Seongsan Siyoung reconstruction, not only will the residential environment of the site be improved, but it is also expected to become a landmark apartment complex in the Gangbuk area equipped with infrastructure for transportation, green spaces, education, culture, and administration.”
