A New Administrative Complex Building to Be Constructed in Euljiro-dong, Jung-gu

Jung-gu, Seoul (Mayor Kim Gil-seong) is leading a transformation that will serve as a signal for urban development by constructing a new administrative complex building in Euljiro-dong by December 2025.


The Euljiro-dong administrative complex will be built on a 736.5㎡ site at Euljiro 3-ga 65-10. It will have one basement floor and 11 above-ground floors, with a total floor area of 4,466.77㎡. The 2nd floor will house the civil service office, the 3rd floor will include a gym and the district chief’s office, the 4th floor will have a large auditorium and program rooms, and floors 5 through 10 will contain general office facilities. On the 11th floor, the Eulji-daum Cafe will be established to serve as a community gathering place for residents.


The district planned to rebuild the aging Euljiro-dong community center while considering the population increase due to redevelopment in the Sewoon District. They decided to expand the size of the community center to actively respond to the growing administrative demand and to create a ‘landmark’ that will continue the reputation of ‘Hipjiro,’ which has recently emerged as a popular spot for people in their 20s and 30s.


Jung-gu revised the Euljiro 3-ga District 10 maintenance plan by linking it with District 12. This change laid the foundation for the community center, originally planned as a four-story building, to be housed in an 11-story building. Sufficient administrative space was secured through public donation. In May of this year, after holding a residents’ briefing session and public inspection, and gathering opinions from the district council, the project completed the central investment review by the Ministry of the Interior and Safety and the district’s architectural review in June.


On October 11, the groundbreaking ceremony for the Euljiro-dong administrative complex was held, marking the start of construction. About 200 residents attending the ceremony expressed their excitement, saying, “We are very much looking forward to the new high-rise building that suits the name Euljiro and will house the community center,” and wished for safe construction.


Besides Euljiro-dong, the Sogong-dong community center will be rebuilt through public donation, and the Hoehyeon-dong community center will be newly constructed through a private investment project without financial burden on the district. Building new administrative buildings in downtown Seoul requires a large budget, but with decreasing tax revenues and tight finances, residents’ satisfaction and expectations are high upon hearing that their homes will be provided through public contributions such as donations.


Kim Gil-seong, Mayor of Jung-gu, said, “It has always been regrettable that Euljiro-dong residents experienced inconvenience in the old and cramped community center, so I am pleased that a wonderful new space will be created,” and added, “We will thoroughly inspect to ensure safe construction and successfully establish a ‘happiness’ hub in Euljiro.”
