Daegu City Council Enters 10-Day Extraordinary Session... Reviews 38 Ordinance and Consent Proposals

The Daegu Metropolitan Council (Chairman Lee Mankyu) will hold the 304th extraordinary session for 10 days from the 11th to the 20th, reviewing 38 agenda items including the "Daegu Metropolitan City Ordinance on Encouragement of Childbirth and Childcare Support (Complete Revision Ordinance)" and conducting site visits, marking the start of council activities.


During this session, the Daegu Metropolitan Council will deliberate on a total of 38 agenda items, including 25 proposed and revised ordinances and 13 consent items.

The proposed and revised ordinances scheduled for review include the Partial Amendment Ordinance of the Daegu Metropolitan City Disaster and Safety Management Ordinance (Councilor Park Soyoung, Dong-gu 2), the Complete Revision Ordinance of the Daegu Metropolitan City Stalking Crime Prevention and Victim Support Ordinance (Councilor Jeong Ilgyun, Suseong-gu 1), the Daegu Metropolitan City Chemical Substance Safety Management Ordinance (Councilor Lee Jaehwa, Seo-gu 2), the Daegu Metropolitan City Alleyway Commercial District Community Fostering and Revitalization Support Ordinance (Councilor Yoon Youngae, Nam-gu 2), the Partial Amendment Ordinance of the Daegu Metropolitan City Outdoor Advertising Management and Outdoor Advertising Industry Promotion Ordinance (Councilor Heo Siyoung, Dalseo-gu 2), the Partial Amendment Ordinance of the Daegu Metropolitan City Automobile Management Business Registration Standards Ordinance (Councilor Hwang Sunja, Dalseo-gu 3), and the Complete Revision Ordinance of the Daegu Metropolitan Office of Education Ordinance on Protection of Teachers' Educational Activities (Councilor Lee Youngae, Dalseo-gu 1), among various other ordinances proposed by council members across diverse fields.


Additionally, to proactively respond to the ultra-low birthrate crisis, the "Daegu Metropolitan City Ordinance on Encouragement of Childbirth and Childcare Support (Complete Revision Ordinance)" has been submitted for review, which relaxes the criteria for multi-child families from three children to two children.


At the 1st plenary session held at 10 a.m. on the 11th, following the opening ceremony, various agenda items for session operation will be approved. After the plenary session, all council members will visit the site of the "2023 Daegu Garden Expo" scheduled to be held at Geumho River Hajungdo from the 13th to the 17th to inspect event preparations and discuss ways to promote Hajungdo as a landmark and spread garden culture through citizen participation.


At the 2nd plenary session held at 2 p.m. on the 12th, two city administration questions will be raised regarding the Daegu-type delivery app issue neglecting public livelihood (Councilor Kim Jungok, People Power Party proportional representative) and the creation of Daegu city local gardens and district unit planning for Hakjeong District (Councilor Ha Byeongmun, Buk-gu 4). Additionally, five 5-minute free speeches will be delivered, including urging development of the neglected Seobyeon area in Buk-gu in Daegu's future policy (Councilor Kim Jaeyong, Buk-gu 3), proposals on utilizing historical figures of Daegu (Councilor Heo Siyoung, Dalseo-gu 2), pointing out problems and urging measures regarding the urban planning road construction from Wolbae Vehicle Base to Wolgok-ro and Wolbae New Town (Councilor Hwang Sunja, Dalseo-gu 3), the necessity of individual street trees in Daegu due to climate change and urban environment changes (Councilor Kwon Kihoon, Dong-gu 3), and urging active opening of school sports facilities and auxiliary facilities (Councilor Lee Youngae, Dalseo-gu 1).


From the 13th to the 19th, each standing committee will review agenda items and visit various administrative sites to directly hear the voices of citizens and the field, carefully examining the progress of administrative projects.


At 10 a.m. on the 20th, the 3rd plenary session will be held, where a 5-minute free speech urging the activation of volunteer activities through practical utilization plans of volunteer activity points (Councilor Lee Jaehwa, Seo-gu 2) will be delivered. Following this, agenda items that have passed the review by each standing committee will be processed, concluding the 304th extraordinary session.
