The government is set to establish a '1-on-1 care system' during daytime hours for individuals with the most severe developmental disabilities.
On the 20th, Kim Wan-seop, Vice Minister of Strategy and Finance, visited the Seoul Metropolitan Welfare Center for the Disabled in Gangdong-gu, Seoul, and stated, "We will strive to provide more thorough and robust support for people with disabilities."
The amendment to the 'Developmental Disabilities Act,' which includes integrated care for individuals with the most severe developmental disabilities, is scheduled to take effect in June next year. The number of activity support personnel assisting daily life for people with disabilities will increase from the current 115,000 to 124,000. The target group for additional benefits provided to those with the most severe disabilities will also expand from 6,000 to 10,000.
The preliminary feasibility study (PFS) for establishing a 24-hour care system for individuals with the most severe developmental disabilities will be exempted. This decision reflects the need for prompt government support, considering the limitations of the existing care system for those exhibiting challenging behaviors such as self-harm and harm to others.
The government plans to expand the 1-on-1 care workforce from 20 personnel in one local government to a total of 340 personnel across 17 local governments. Additionally, 1,500 new hires will be made for level 1 daytime group-type 1-on-1 care personnel, and 500 for level 2 daytime individual 1-on-1 care personnel.
Furthermore, care hours for children with disabilities will increase from 80 to 90 hours per month, and developmental rehabilitation services will be strengthened.
Vice Minister Kim said, "Ahead of the June implementation of the amended 'Developmental Disabilities Act' containing integrated care provisions for individuals with the most severe developmental disabilities, we will establish a flawless care system for them."
