According to the police, a 'secondary accident' refers to an accident caused when a vehicle coming from behind collides with a stopped vehicle or a driver who has exited the vehicle on the highway due to an accident or vehicle breakdown.

Drivers are advised to immediately turn on the hazard lights and open the trunk after an accident or breakdown to alert vehicles behind of the emergency situation, and all occupants including the driver should evacuate to a safe place outside the road guardrail before calling 112.

Compliance with the first lane as the passing lane is an important factor in ensuring smooth traffic flow and preventing traffic accidents on highways. Drivers were informed of the dangers of driving at a constant speed in the first lane through leaflets, and the proper use and rules of the first lane as the passing lane were explained.

Lee Hyo-gwan, chief of the 9th district, stated, "The fatality rate of secondary accidents is 60.2%, which is seven times higher than the 8.6% fatality rate of general traffic accidents," and urged, "To prevent greater damage, drivers and passengers should quickly evacuate outside the road after taking minimum safety measures."
