Incheon Seo-gu with a Population of 600,000 Undergoes Organizational Restructuring... Reallocation of Personnel and Functions Without Increase

Seo-gu, Incheon, will reorganize its organization on the 28th to respond to the administrative demand of a population of 600,000. The district's jurisdictional population surpassed 600,000 in April, and it is expected to exceed 700,000 once the new towns, including Geomdan New City, are fully occupied.


Accordingly, to efficiently respond to the rapidly increasing administrative demand, the district commissioned the Korea Institute of Local Administration to conduct a five-month organizational diagnosis research project. A district official stated, "The organizational diagnosis focused on integrating similar and overlapping functions and organizations and reallocating personnel to compensate for the shortage of manpower in response to the increasing administrative demand."


The main points of the organizational reorganization are ▲ strengthening financial management and safety and cultural functions of the 'Planning and Finance Bureau' and the 'Administration, Safety and Culture Bureau' ▲ separating the Job Policy Division and Corporate Support Division ▲ separating parks and forestry landscaping due to increased demand for parks and green spaces ▲ transferring similar functions of the 'Climate Energy Policy Division' to other departments ▲ reinforcing personnel for civil affairs at the Geomdan Branch Office ▲ and revising organization names to make functions easier for residents to understand.


This reorganization reallocates personnel and functions without increasing the number of staff. The district plans to prepare supplementary measures through continuous organizational diagnosis and reflect them in next year's reorganization.


Kang Beom-seok, Mayor of Seo-gu, said, "Seo-gu is facing a shortage of administrative personnel due to large-scale urban development. Through the organizational reorganization reflecting the results of the professional institution's diagnosis, we will respond to the administrative demand of a population of 600,000 and strengthen the substance of district administration."
