"We are seeking creative ideas to improve social welfare systems and services."


Seoul's Gangseo-gu announced that it is conducting the '2023 Social Welfare System Improvement Proposal Contest' until September 8.


The contest aims to identify areas needing improvement in welfare work sites, respond swiftly to the changing welfare environment, and provide high-quality welfare services.


The district has a high welfare demand within Seoul’s autonomous districts, with about 32,000 basic livelihood security recipients, accounting for 5.6% of the total population.


The contest themes cover all aspects of social welfare, including ▲ legal and guideline improvements ▲ creative project plans ▲ budget savings ▲ welfare system improvements. However, proposals that have already been adopted or are simple criticisms or suggestions are not eligible.


Applications are open until September 8, and anyone interested in welfare administration, including Gangseo-gu residents or workers at social welfare facilities located in Gangseo-gu, can participate.


Applicants can fill out the application form available on the district office website under Notices/News and submit it via email, or scan the QR code and complete the Google Form directly.


The district will review the efficiency, effectiveness, and feasibility of the proposed projects, select outstanding proposals, and actively recommend them to central government ministries to ensure implementation.


Outstanding proposals will be judged at year-end, with awards including Grand Prize (prize money of 1 million KRW), Excellence Award (700,000 KRW), Merit Award (500,000 KRW), and Encouragement Award (200,000 KRW).


Last year, the district expanded eligibility for the contest to include social welfare public officials, welfare-related facility workers, and residents, and submitted 21 social welfare system improvement proposals to the Ministry of Health and Welfare, Ministry of Land, Infrastructure and Transport, and others.


A district official said, "This contest is expected to be an opportunity to reexamine existing welfare systems and discover innovative ideas that can provide practical help to vulnerable groups, thereby advancing welfare administration to the next level.
