Nowon-gu (Mayor Oh Seung-rok) announced on the morning of the 21st that it conducted an on-site inspection of Bulamsan Dulle-gil and established four major measures to ensure safety in local parks and trails.
This comprehensive preventive plan, focusing on reducing security gaps and enhancing ‘real-time’ on-site response capabilities, centers on expanding personnel and strengthening equipment. It was prepared to dispel community anxiety and prevent copycat crimes in advance.
The most notable aspect is the significant increase in personnel. Until now, the district has deployed security guards mainly in neighborhood parks with active nighttime use to ensure resident safety. Following the new personnel expansion policy, the number of security guards, previously 10, will be increased to up to 60. In addition to major neighborhood parks, personnel will be added during daytime hours on hiking trails and Dulle-gil paths to strengthen supervision of blind spots.
Since the primary goal is to enhance visitor safety, the recruitment will focus on personnel with expertise capable of immediate on-site response.
The security zones and activity hours will also be subdivided, with 20 assigned as park guards and 40 as trail guards. Unlike park guards who mainly operate during nighttime hours, trail guards will patrol in two shifts, two teams, from sunrise to sunset. Additionally, 20 “Our Neighborhood” security guards will be deployed to conduct regular patrols targeting safety blind spots in each neighborhood. The district aims to raise overall safety levels in daily life through thorough patrols.
Efforts will also be made to expand crime prevention equipment. As trails and walking paths have emerged as new crime-prone areas, in addition to black box-type CCTVs installed for wildfire monitoring, ▲intelligent CCTVs will be additionally installed to enable real-time monitoring and video analysis for immediate response.
To this end, a preliminary survey will be conducted jointly with Nowon Police Station to select target areas. Once the final locations are chosen, the necessary budget will be secured. However, since the installation of electricity and communication lines requires time, careful attention will be paid to ensure the schedule proceeds without delays.
Moreover, drones equipped with alarm sound functions will be used to strengthen real-time patrols of Suraksan and Bulamsan Dulle-gil, enabling swift response upon detecting danger. Additional drones will be purchased later to expand patrol coverage to Choa-san, but Yeongchuksan will be excluded due to the presence of a military base.
Finally, the district announced plans to launch the nation’s first self-defense item rental service. At neighborhood community centers, self-defense items such as sprays and alarms will be lent to women and vulnerable groups. Detailed plans regarding items and rental periods will be established and implemented.

In response to Nowon Police Chief Lee Seung-yeol’s remark, “Seeing the mayor personally and thoroughly taking care of the district’s safety gives us police officers strength,” Nowon Mayor Oh Seung-rok said, “Investment in safety should be somewhat excessive,” and requested, “Please urge the Seoul Autonomous Police Committee to prepare safety measures for all Dulle-gil trails across Seoul.”
Nowon Mayor Oh Seung-rok stated, “Violent crimes are becoming increasingly bold and meticulous, occurring regardless of target or location,” and added, “We will do our utmost to ensure residents can live with peace of mind by securing everyday safety.”
