Time-Selective Employment Public Officials Union to Hold National Assembly Forum on September 11 for Integration of Time-Selective Employment and Time-Selective Conversion Public Officials
2023 Marks the 10th Anniversary Since the System Was Established by Law
The National Time-Selective Employment Public Officials Union (Chairperson Jeong Seong-hye) will hold a "National Assembly Forum for the Integration of Time-Selective Employment Public Officials and Time-Selective Conversion Public Officials" on September 11 at 2 PM in the National Assembly Members' Office Building, Conference Room 1, Yeouido.
The forum is hosted by members of the National Assembly’s Administration and Security Committee from the Democratic Party of Korea: Song Jae-ho (Jeju Jeju-si Gap), Oh Young-hwan (Gyeonggi Uijeongbu-si Gap), Lee Hae-sik (Seoul Gangdong-gu Eul), Lee Hyung-seok (Gwangju Buk-gu Eul), Lim Ho-seon (Chungbuk Jeungpyeong-gun Jincheon-gun Eumseong-gun), and Yong Hye-in from the Basic Income Party (Proportional Representation). The year 2023 marks the 10th anniversary since the introduction of time-selective employment public officials, and the forum will address issues faced by time-selective employment public officials, including the integration of time-selective employment and time-selective conversion public officials.
Introduced in 2013 to expand time-selective jobs in the public sector, general time-selective employment public officials have experienced significant discrimination on the ground due to their ambiguous status?not fully public officials nor private citizens?such as being subject to national pension, sharing desks two per person, and industrial accident insurance. As a result, local governments stopped mass hiring in 2018, and the central government followed in 2020.
Since its launch in 2017, the Time-Selective Employment Union has achieved many changes through National Assembly forums, including the application of public officials’ pension in 2018, expansion of the weekly working hour range to 35 hours and easing of seniority promotion in 2019, integration of full-time and quota in 2020, and abolition of fractional quota calculation in 2022.
The main topic of this forum is "Integration of Time-Selective Employment Public Officials and Time-Selective Conversion Public Officials." Other topics include ▲ passage of the legal clause on time consultation rights in the National Assembly plenary session ▲ quota calculation ▲ improvement of the issue where one hour is uniformly deducted during overtime ▲ integrated preparation of promotion lists ▲ equal payment of allowances unrelated to working hours such as holiday leave pay.
Chairperson Jeong Seong-hye stated, “Currently, the maximum weekly working hours for time-selective employment public officials is 35 hours. In August 2023, a survey was conducted targeting personnel departments of local governments to identify difficulties in operating time-selective employment public officials. Out of 192 institutions, 106 reported difficulties due to short working hours, and 96 reported difficulties in assigning positions. Through this National Assembly forum, we hope to integrate time-selective employment public officials, whose hiring has been suspended since 2020, with time-selective conversion public officials, adjust the working hour range to 15 to 40 hours per week, and resolve difficulties faced by personnel departments such as work gaps and challenges in assigning positions caused by short working hours.”
This forum is the seventh National Assembly forum hosted by the Time-Selective Employment Union.
