With housing prices rising every year, from next year, the mandatory certification of ‘Zero Energy Building’ for private sale and sale-lease apartments with 30 or more households is expected to inevitably lead to additional increases in sale prices. As a result, complexes that reduce the financial burden on buyers with reasonable sale prices are expected to gain more popularity.
According to Real Estate R114 on the 10th, last year, the nationwide apartment sale price per 3.3㎡ was 15.23 million KRW, up 16.7% from 13.05 million KRW the previous year. In the first half of this year, it soared to 17.06 million KRW, a 12% increase compared to last year.
In addition, from next year, zero-energy construction will be mandatory for multi-family housing with 30 or more households. The government has set a goal to achieve Zero Energy Grade 5 (energy self-sufficiency rate of 20-40%) by enhancing building insulation performance and producing renewable energy such as solar, geothermal, and wind power on-site.
The mandatory zero-energy construction is expected to inevitably raise sale prices. According to a survey by the Korea Research Institute for Construction Industry, additional construction costs are required to achieve Zero Energy Grade 5, with non-residential buildings expected to increase by about 30-40%, and multi-family housing by about 4-8% compared to the standard construction cost ceiling price.
As a result, real estate buyers are becoming more active, aiming to secure their homes before prices rise further. In particular, demand is focusing on complexes with reasonable sale prices. Among them, complexes subject to the sale price ceiling system within planned residential districts with abundant infrastructure are gaining popularity.
For example, ‘Shinyoung Jiwel Prugio Technopolis Central,’ a complex subject to the sale price ceiling system supplied in May in Cheongju, Chungbuk, received high praise from buyers for its prices lower than the surrounding market. In the subscription, 34,886 people applied for 473 units (excluding special supply), recording an average competition rate of 73.75 to 1.
A real estate expert said, “With the mandatory zero-energy construction making it impossible to avoid sale price increases, complexes with reasonable sale prices are expected to become even more popular.”
Meanwhile, ‘Hillstate Cheomdan Central’ by Hyundai Engineering, scheduled for sale in August, is attracting attention. It benefits from abundant development prospects, is located in a planned residential district, and is subject to the sale price ceiling system.
Hillstate Cheomdan Central is located at A1BL in Cheomdan 3 District of Gwangju Research and Development Special Zone. It is a large complex consisting of 20 buildings, from basement level 1 to 20 floors above ground, with a total of 1,520 households, all with a preferred exclusive area of 84㎡.

Around the complex, elementary, middle, and high schools (planned sites) and an AI gifted high school (planned) will be established, providing an excellent educational environment. A central commercial district will also be developed right in front of the complex.
Transportation is convenient as well. Excellent urban accessibility and metropolitan transportation networks can be easily accessed via Honam Expressway, Gwangju Outer Ring Expressway, and Bitgoeul-daero.
