Gangdong-gu, Nation's First to Share 'Department Account Status in Real Time'

Enhancing Transparency through Real-Time Monitoring of Departmental Ordinary Deposit Account Transactions

Establishment of Internal Control System for Accounting Order: Three Major Areas and Ten Improvement Measures



Gangdong-gu (Mayor Lee Suhee) has established and begun operating the nation’s first ‘Real-Time Departmental Account Status Sharing System’ that monitors the transaction status of ordinary deposit accounts for each department in real time.


The ‘Real-Time Departmental Account Status Sharing System’ is one of the ‘Financial Execution and Internal Control System Improvement Measures’ promoted by the district. It intuitively displays departmental account statuses on the main screen of the internal administrative network used by the district, allowing any department member to continuously monitor account balances and transaction statuses.


The system is operated transparently to enable rapid detection of abnormal accounting transactions, thereby preventing unfortunate incidents in advance.


Launched with the goal of ‘Vigorous Change, Proud Gangdong,’ the 8th elected Gangdong-gu administration established the ‘Administrative Trust Recovery Promotion Team’ as a department directly under the Deputy Mayor during the organizational restructuring in September last year to improve the internal accounting management system and strengthen public service integrity.

So far, the Administrative Trust Recovery Promotion Team has focused on directions such as ▲ institutionalizing corruption prevention by supplementing procedural vulnerabilities ▲ strengthening multiple safeguards in the internal control system ▲ enhancing employee education to improve awareness and change organizational culture, and has been working diligently to diagnose and analyze the overall financial execution management and supervision system of the district.


As a result, three major areas and ten improvement measures have been prepared and are being operated across the financial execution and internal control system, including ▲ establishment of a corruption prevention system (such as the construction and operation of the Real-Time Departmental Account Status Sharing System) ▲ strengthening administrative accountability (such as clarifying administrative responsibility through revision of office handover rules) ▲ education and awareness improvement (such as mandatory completion of budget and accounting education).


Baek Gangsuk, head of the Administrative Trust Recovery Promotion Team, stated, “Based on improvements across the financial execution and internal control system, we will restore administrative trust and foster an organizational culture that works with principles and conviction.”
