Seongbuk-gu Serves as Situation Management Control Tower in Case of Disasters

Equipped with Advanced Systems such as the National Disaster Management System (NDMS) for Flexible Response to Incidents

Seongbuk-gu (Mayor Lee Seung-ro) has completed the establishment of a Disaster Safety Situation Room to serve as a situation management control tower in the event of disasters, and officially began full-scale operation on the 1st.


The newly established situation room integrates disaster situation management, which was previously scattered across the Urban Safety Division, the comprehensive situation room, and the duty room of the district office, into one, enabling smoother communication between departments.


Additionally, a control system based on the engine from the U.S. company Network Optix has been introduced, allowing flexible response to increasingly large-scale, diverse, and complex disaster safety incidents.


Along with this, the Disaster Safety Situation Room will operate 24/7, 365 days a year, receiving disaster safety incident information within the region, disseminating it to related departments and agencies, and directing prompt responses from relevant departments.

With systems such as the National Disaster Management System (NDMS), video conferencing system, disaster site relay system, and disaster safety communication network in place, real-time monitoring of disaster situations is possible, and rapid responses such as remote video situation meetings chaired by the district mayor can be held when necessary.


Lee Seung-ro, Mayor of Seongbuk-gu, stated, “Seongbuk-gu will always stay alert in the new situation room equipped with advanced systems to protect the safety and property of residents. We will actively respond to minimize damage in case of disasters.” He also expressed gratitude to the Seoul Metropolitan Government’s Safety General Division for their support in budgeting for the situation room installation.


Furthermore, Seongbuk-gu plans to link the crowd management system and Smart Seoul system, which will be introduced in the second half of the year, with the disaster safety situation room to establish a seamless system for residents’ disaster safety.



Jongno-gu Holds Opening Ceremony for Disaster Safety Situation Room on May 1



Jongno-gu (Mayor Jeong Mun-heon) held an opening ceremony on the 1st to announce the full-scale operation of its Disaster Safety Situation Room.


The district newly hired four disaster-dedicated personnel and established a situation room and disaster preparedness system on the first floor of the district office building to further strengthen the 24-hour integrated situation management system.

The Jongno-gu Disaster Safety Situation Room is equipped with the National Disaster Management System (NDMS), disaster safety communication network, CCTV control center-linked video system, and video conferencing system.


Mayor Jeong Mun-heon said, “We will respond quickly to any unforeseen accidents and minimize damage to residents,” adding, “We will create a safe city Jongno where residents can always live with peace of mind.”

Songpa-gu Entrusts Association Elections to District Office, Proposes Loan Limit Adjustments and Other Issues



Songpa-gu (Mayor Seo Gang-seok) is actively supporting the swift promotion of maintenance projects in the area by holding on-site association progress meetings.


The district selected ‘Rapid Promotion of Redevelopment and Reconstruction’ as a key project of the 8th local government term and is focusing administrative efforts on it. The ‘Association Progress Meetings’ were held as a campaign pledge by Mayor Seo Gang-seok to proactively identify and resolve practical difficulties at maintenance project sites, reflecting the characteristics of areas with many apartment complexes.


The meetings were conducted over six weeks from February 20 to March 31, targeting 22 locations within the district where maintenance project associations and promotion committees have been established.


Staff from the Housing Project Division of the district office visited association (promotion committee) offices to discuss current issues and requests for regulatory relaxation to expedite maintenance projects with association officials.


The main issues raised during the meetings were fivefold: ▲Support from the district office to ensure fairness in association executive elections ▲Provision of specific guidelines for the composition of association executives ▲Need for detailed guidelines for resident community centers to design premium apartment complexes ▲Necessity to raise loan limits for maintenance projects due to lack of project and operating funds.


In response, the district has actively taken steps to resolve these issues.

During the association executive election at Jangmi Apartment on March 11, entrusted management of early voting boxes was conducted smoothly without complaints. The district plans to continue entrusted management of early voting boxes upon requests from associations and election committees.


Regarding specific guidelines for association executive composition and detailed guidelines for resident community centers, these issues were submitted to the Songpa-gu Housing Maintenance Project Advisory Committee, launched in March, for consultation, and guidelines will be established accordingly.


For raising loan limits for maintenance projects, the district will communicate the associations’ financial difficulties to the Seoul Metropolitan Government and central government and propose legal amendments.


Additionally, the district plans to hold association progress meetings before project implementation approval, management disposition approval, and completion, and will arrange progress meetings as needed upon association requests to continue administrative support.


Seo Gang-seok, Mayor of Songpa-gu, said, “Songpa-gu is a planned city established in 1988 with many aging apartment complexes over 30 years old, so the need for redevelopment and reconstruction is very high. We will continue to listen carefully to on-site opinions and actively identify issues to fulfill our pledge of ‘Rapid Promotion of Redevelopment and Reconstruction’ with residents.”

Seongdong-gu (Mayor Jeong Won-oh) announced that it will issue Seongdong Love Gift Certificates worth 10 billion KRW at a 7% discount starting from 3 PM on May 3 in celebration of Family Month.


The district has actively promoted the issuance of Seongdong Love Gift Certificates to help residents struggling with rising interest rates and inflation and small business owners facing management crises.


Due to high interest from residents, 47.7 billion KRW worth of certificates were sold in 2022, and in the first issuance this January, 18 billion KRW worth of certificates were issued and sold out despite the reduced 7% discount rate.

For Family Month in May, this issuance is fully funded by the district and can be purchased up to 500,000 KRW per person per month (with a holding limit of 1.5 million KRW) through five apps: Seoul Pay+, Shinhan Play, Shinhan Sol, T-money Pay, and Moneytree. The certificates can be conveniently used via smartphone payments at affiliated stores such as traditional markets, academies, restaurants, and hair salons, and users can also receive a 30% income tax deduction benefit.


Jeong Won-oh, Mayor of Seongdong-gu, said, “With the additional issuance of Seongdong Love Gift Certificates, we hope to provide a small but meaningful support filled with gratitude and love to every household of residents and small business owners.”
