Yoon, the new floor leader who is a former police officer, is a senior TK politician who has served three consecutive terms in Dalseo-eul, Daegu since entering politics. Born in 1961 in Hapcheon-gun, Gyeongsangnam-do, he entered the Police University as the top student of the first class and graduated as the top student. After retiring in 2010, he ran as a Saenuri Party candidate in the 19th National Assembly election in 2012 for the Dalseo-eul constituency in Daegu Metropolitan City, becoming the first National Assembly member from Police University. In the 20th National Assembly election in 2016, he successfully won re-election as a Saenuri Party candidate in the same constituency.

Yoon has emphasized his experience as the chief deputy floor leader and the head of the presidential election situation room, pledging to rebuild a strong ruling party. His pledges include regular meetings between ruling and opposition floor leaders, the formation of a bipartisan legislative cooperation body for public welfare legislation, regular party-government consultations by standing committees, and support for the three major reforms of the Yoon Suk-yeol administration.

In the joint debate held before the vote, he appealed for support from fellow lawmakers, saying, "I will properly convey the voices of the lawmakers to President Yoon and also create opportunities for lawmakers to communicate directly with the president."

In his victory speech, Yoon said, "I will stop the reckless actions of the major opposition party with the power of public opinion and restore the trust of the people." He added, "Next year, I will win the general election together with all the lawmakers, complete the regime change, and open the way to a new Republic of Korea." He also said, "I will tear up all the lists of lawmakers and the checkmark and circle lists that I have had until today," promising, "I will always communicate and consult with you."

Yoon served as the head of the People Power Party's election situation room during the 2022 20th presidential election, contributing to the election of then-candidate Yoon Suk-yeol.
