Middle School Student Who Committed School Violence Returns After 19 Days of Transfer

A middle school student who committed school violence voluntarily transferred to another school but ended up returning to his original school due to an administrative error by the authorities.

According to a report by Yonhap News on the 31st, A, a boy attending a middle school in Gyeonggi Province, was referred to the School Violence Countermeasure Committee (School Violence Committee) last year for making sexually harassing remarks to a female student at the same school. The committee imposed measures on A, including prohibition of contact and threats to the victim student (No. 2) and 6 hours of community service within the school (No. 3), with the compliance period set until December 31 of the same year.

A’s parents, hoping for a positive change by changing the educational environment, transferred their son to a nearby different middle school on the 2nd of this month. However, just 19 days after the transfer, on the 21st, A had to return to his original school. The school he transferred to found that A had not completed 2 hours of the 6-hour community service required as a school violence measure within the designated period, canceled the academic status change, and invalidated the transfer.

An official from the Gyeonggi Provincial Office of Education told Yonhap News, "According to the school violence case manual, measures taken due to school violence must be carried out at the respective school unless there are special reasons," and explained, "The school A transferred to refused to accept the transfer based on this rule."

In response, the original school A attended admitted the mistake, stating, "Allowing the transfer procedure to proceed without completing the school violence measures was an administrative error." They added, "A did not attend school properly and did not follow the teacher’s instructions to perform community service, so the measures were not fulfilled," as an excuse.

Although the transfer was voluntary and not a disciplinary forced transfer due to school violence, the victim female student reportedly expressed fear as A returned to his original school. Moreover, immediately after returning, A committed two additional acts of school violence and is now awaiting review by the School Violence Committee. A school official stated, "We will ensure that appropriate measures are taken and implemented regarding the new school violence cases."
