Relaxation of Building Development Density to Revitalize Existing Residential Areas...Easing of Multi-family Housing Site Restrictions in Yangjae 2-dong for the First Time in 40 Years since Land Development Project



Seocho-gu (Mayor Jeon Seong-su) announced on the 29th that the ‘Yangjae Residential District Unit Plan Decision (Amendment) (Draft)’ was ‘revised and approved’ at the Seoul City Urban and Architectural Joint Committee held on the same day.


So far, the district has actively cooperated with Seoul City through resident opinion surveys and coordination of opinions, and this ‘Yangjae Residential District Unit Plan Revised Approval’ is an achievement obtained after 7 years since the district started the project in 2016.


This ‘Yangjae Residential District Unit Plan Revised Approval’ resolved the long-standing wish of residents hoping for the improvement of the residential environment in single-family housing areas. Through this, the district has realized a people-centered urban planning paradigm since the launch of the 8th local government administration.

The main contents include ▲inducing R&D agglomeration through designation of areas with possible land use adjustment and special planning zones ▲relaxation of building development density to revitalize existing residential areas ▲easing restrictions on multi-family housing sites within single-family housing areas in Yangjae 2-dong.


With the passage of this Yangjae Residential District Unit Plan, the district is expected to gain momentum in developing the Yangjae area as a global innovation hub for the artificial intelligence (AI) industry, including the creation of an AI special zone. It is also expected to bring improvements to residents’ living environments.


First, the areas around Yangjae Citizen's Forest Station with possible land use adjustment will support the establishment of small and medium-sized R&D facilities by upgrading land use through autonomous joint development. Additionally, 14 urban planning facility sites with reduced effectiveness will be designated as special planning zones to facilitate the cancellation of urban planning facilities and promote large-scale R&D complex development.


Furthermore, building height regulations within the district unit plan zone will be relaxed. Parcels adjacent to side roads (approximately 10m wide) will be allowed to build up to 24m after redevelopment, increased from the original limit of 18m.


Along with this, the existing district unit plan limited multi-family housing construction on a block basis to a maximum of 7 floors, but this redevelopment removes the floor limit.


Going forward, the district plans to re-announce the decision (amendment) draft reflecting the committee’s review results according to relevant laws and regulations, and officially promulgate the district unit plan decision (amendment) in June.
