The agreement includes a 30% discount on passenger ferry fares for victims and families of the Jeju 4·3 incident, excluding peak seasons and vehicles.

By presenting a 4·3 victim certificate or family determination notice issued by Jeju Province, an additional discount applies to up to four accompanying family members of the 4·3 victims. To verify family relationships, a family relation certificate must be submitted.

The agreement period is five years from the effective date, automatically extended by one year, and the parties have agreed to add business content or change the agreement terms if necessary.

Additionally, since June 2019, Jeju Province has issued 4·3 victim and family certificates to 32,405 people and has continuously promoted welfare projects such as airfare discounts for victims and their families.

Jeju Air offers a 50% airfare discount for surviving victims and 40% for families, while public parking fees in the province are reduced by 50%. Parking fees at Jeju Airport passenger parking lots are discounted by 50% for surviving victims and 20% for families.

Moreover, admission and viewing fees at cultural tourism facilities operated by Jeju Province are waived, and crematorium usage fees are exempted at Yangji Park, Hanulnuri Park, and Seogwipo Memorial Park.

More detailed information, including online applications for 4·3 family certificates, unmanned automatic discount applications for Jeju Airport parking fees, victim compensation application procedures, and family welfare support systems, can be found on the Jeju Provincial Government website’s 4·3 Comprehensive Information System.

Cho Sang-beom, Director of the Jeju Special Self-Governing Administration Bureau, said, “Jeju 4·3, which wisely overcame past pain without despair, is a model case for resolving past domestic and international historical issues. Jeju Province will continue to discover benefits that families can feel in their daily lives.”
