Changwon Special City Hoeseong-dong, Spreading Wings of Change

Start of Construction for Changwon Self-Sufficient Complex Administrative Town in April

Hoesong-dong, Hoein-gu, Changwon Special City, Gyeongnam, is undergoing a new transformation.


Changwon Special City announced on the 21st that the full-scale site development construction for the Changwon Self-Sufficient Complex Administrative Town urban development project, being promoted in the area of 396 Hoesong-dong, Masanhwoein-gu, will commence in April.

The Changwon Self-Sufficient Complex Administrative Town is a project to develop a site combining administrative and residential functions on a 715,596㎡ area, with a project cost of 626.9 billion KRW to be invested by 2026.


Once the site development is completed, 13 public institutions including Masanhwoein-gu Office, Changwon District Court Masan Branch, and Changwon District Prosecutors' Office Masan Branch, along with 5,930 apartment units (3,650 for sale, 2,280 for rent), and 8 parks will be established.


Currently, the installation of boundary fences for the project area and external water supply works are underway, with a compensation rate of 92% based on private land, and the compensation procedures are expected to be completed in April.


After the compensation procedures are finalized, full-scale site development construction will be carried out, with completion scheduled for September 2025, and the site sale will be completed in the second half of 2026, followed by the liquidation of the corporation to conclude the project. Upon completion, significant changes are expected in the relatively underdeveloped Hoesong-dong area.


A city official stated, “We will do our best to minimize the inconvenience to nearby residents caused by the upcoming construction while promptly completing the work to create a complex administrative town that meets the expectations of local residents.”
