Incheon Yeonsu-gu Introduces Mandatory Pre-Education System for Prospective Adoptive Owners of Abandoned Animals

On the 21st, Yeonsu-gu, Incheon announced that it will introduce a requirement to make education for prospective adopters mandatory when supporting adoption fees for lost and abandoned animals.


This is the first time such a measure has been implemented by a basic local government in the Incheon area.


The district currently supports part of the medical expenses incurred after adoption for those who adopt lost or abandoned animals that occurred within the region, having supported adoption fees for a total of 90 animals from 2018 to last year.


This year as well, when adopting an animal from the local animal protection center and completing animal registration, the district plans to support up to 150,000 KRW for medical and other adoption-related expenses.


Generally, pets are acquired either by purchasing or adopting abandoned animals, but some cases occur where pets are abandoned or relinquished due to unprepared adoption decisions.


However, since there is no legal obligation in related laws to educate prospective adopters for pet adoption preparation, it is difficult to provide all adopters with prior education on proper pet care methods.


Accordingly, Yeonsu-gu has strengthened the requirement so that prospective pet adopters must complete mandatory education to prepare for pet care before applying for adoption fee support.


Education for prospective pet adopters is available at the 'Animal Love Learning Center.'


A Yeonsu-gu official stated, "Raising an abandoned animal that has been once abandoned by an owner is much more difficult than raising other pets," and added, "We hope that adopters of abandoned animals will complete the prospective adopter education to be fully prepared to live happily with their pets."
