'Gukminbiseo' Integrated into SKT Pass... Taxes and Certificates at Once

[Asia Economy Reporter Oh Su-yeon] SK Telecom announced on the 20th that it will provide the ‘Gukmin Biseo (National Secretary)’ service to customers subscribed to the PASS app.


The Gukmin Biseo service allows users to easily check about 52 types of daily life-related administrative information on the mobile app, including notifications for national tax bill issuance, driver’s license aptitude test periods, and health checkup dates.

Customers who wish to use the service can press the ‘Electronic Document’ button on the main screen of the SK Telecom PASS app, agree to the terms of the government electronic document wallet and mobile wallet, and then press the ‘Gukmin Biseo’ button at the top of the mobile wallet screen.


Along with the SKT PASS Gukmin Biseo, the ‘PASS Electronic Document’ service is gaining popularity and becoming an essential app in daily life.


PASS Electronic Document is a service that allows users to issue a total of 58 types of government electronic certificates, such as resident registration certificates, via mobile, enabling convenient use without visiting the relevant institution or using a printer. In February of this year, the issuance volume of government electronic certificates through the PASS app was ▲Resident Registration Certificate (59.1%) ▲Vaccination Certificate (21.9%) ▲Health Insurance Qualification Certificate (8.9%) ▲National Technical Qualification Certificate (5.5%) ▲Driver’s License History Certificate (4.4%), among others.


Moreover, PASS Electronic Document can be used in various daily situations. For example, when boarding domestic flights, users can present a driver’s license history certificate instead of an ID card. Before signing a lease contract, tenants can request a tax payment certificate from the landlord via PASS Electronic Document to check if the landlord has any history of tax delinquency.


SKT customers can handle tasks such as name changes (between individuals), plan changes (bundle products, military plans), long-term suspension (military enlistment), and changes to the legal representative of minors by submitting electronic certificates such as resident registration certificates or military service certificates through PASS Electronic Document when visiting a service center.


Currently, the number of PASS app subscribers is about 36 million across the three major telecom companies. Among them, SKT PASS subscribers number about 18 million, and the total number of mobile ID users across the three companies reaches 6 million.


To promote the spread of the ‘Gukmin Biseo service,’ from today until April 19, SKT will provide gifts (SK Pay points worth 1,000 KRW or FLO discount coupons worth 1,000 KRW, with 25,000 winners) by lottery to customers who apply for the ‘Gukmin Biseo notification service’ through the SKT PASS app. From April 20 to May 19, users who issue government electronic certificates through the PASS or Initial apps will also receive gifts (SK Pay points worth 1,000 KRW or FLO discount coupons worth 1,000 KRW, with 25,000 winners) by lottery.


Additionally, starting April 20, SKT will donate 100 Happiness Credits each time a government electronic certificate is issued through the SKT PASS or Initial apps. ‘Happiness Credits’ is an ESG point donation program operated by SKT.


Oh Se-hyun, head of SKT Web3 CO, stated, “The PASS Gukmin Biseo service will help users check necessary daily life information and manage their schedules,” adding, “SKT will continue to enhance customer convenience by launching various authentication and electronic document services in the future.”
