Scheduling Inbound Volume and Parking Control for Six Major Bulk Trade Items Including Radish, Cabbage, and Onion
The Ministry of Agriculture, Food and Rural Affairs announced on the 19th that it will pilot the introduction of electronic delivery notes at the Garak-dong Agricultural and Marine Products Wholesale Market in Seoul in 2023 to digitalize agricultural product public wholesale market distribution, regulate supply and demand, and improve logistics efficiency.
Since last year, the Ministry has formed and operated a consultative body consisting of 20 stakeholders, including the Seoul Agricultural and Marine Products Corporation and the Garak Market fruit and vegetable wholesale market corporations. The pilot project will introduce electronic delivery notes for six fruit and vegetable items (radish, napa cabbage, peeled garlic, onion, pear, and enoki mushroom) at Garak Market in 2023, with plans to gradually expand to public wholesale markets nationwide from 2024.
To this end, the Seoul Agricultural and Marine Products Corporation has operated a working-level consultative body since January, jointly participated in by Garak Market wholesale market corporations (Seoul, Nonghyup (public), Joongang, Donghwa, Korea, and Daeacheonggwa). They have built an electronic delivery note system and established a close information-sharing system to enable real-time confirmation of scheduled shipment volumes by wholesale market and item nationwide.
In particular, the Ministry of Agriculture, Food and Rural Affairs plans to collaborate with the Seoul Agricultural and Marine Products Corporation to improve convenience for shippers entering data and encourage participation by wholesale market corporations in the electronic delivery note system. They will prepare a standard user input interface (UI), input methods, and IT system processes for wholesale markets nationwide to enhance the convenience of computerized input for shippers.
Additionally, by linking vehicle specification information approved by the Ministry of Land, Infrastructure and Transport last September, they plan to provide new services utilizing GPS signals and increase usability at wholesale market sites.
The Ministry expects that once the electronic delivery note system is introduced, shippers will be able to check scheduled shipment volumes by wholesale market and item nationwide and ship agricultural products accordingly, expanding shipment options and forming stable and appropriate purchase prices. Wholesale markets will be able to implement logistics efficiency through shipment scheduling, joint logistics, inbound/delivery/parking control, and reduce distribution costs, thereby increasing social benefits.
Garak Market is promoting a facility modernization project aimed at physical and spatial improvements of the wholesale market, such as separating wholesale and retail zones, rebuilding aging facilities, and expanding distribution and logistics facilities, jointly with the Ministry of Agriculture, Food and Rural Affairs and the Seoul Metropolitan Government. At the same time, it plans to establish an integrated logistics management system for wholesale market operation improvement.
Hong In-gi, Director of the Distribution Policy Division at the Ministry of Agriculture, Food and Rural Affairs, said, "The introduction of electronic delivery notes will promote digital innovation in wholesale market distribution, enabling supply and demand stabilization and logistics efficiency through expanded pre-booking transactions and information sharing at the shipment stage." He added, "We will do our best to pilot and establish electronic delivery notes as the foundation for digitalization of wholesale markets nationwide."
