Police Promote Revised Right-Turn Law with '4-Panel Comic'
The Seoul Metropolitan Police Agency is stepping up efforts to promote and guide the revised vehicle right-turn method.
On the 16th, the Seoul Metropolitan Police Agency announced that it will strengthen promotion and guidance by producing and distributing its own 4-panel comic-style flyers and leaflets about the revised vehicle right-turn method.
The police plan to include the revised right-turn method at intersections, reflecting all the updated details in the flyers and leaflets. According to Article 27, Paragraph 1 of the Road Traffic Act, revised last July, all vehicle drivers must stop temporarily in front of the crosswalk when pedestrians are crossing or intending to cross. Furthermore, under the amended Road Traffic Act Enforcement Rules implemented this January, drivers must first stop before the stop line when the traffic light ahead is red. Then, if there are no pedestrians on the crosswalk ahead, they may turn right; if pedestrians are present, they may proceed only after the crossing is completed. When the traffic light ahead is green, drivers may turn right slowly without obstructing the flow of traffic.
The flyers and leaflets will be distributed on-site to drivers violating the rules, focusing on intersections identified as high-risk areas for right-turn traffic accidents. The police will also continue multi-faceted promotion by posting information with transportation companies such as buses and taxis, on large electronic billboards, and in local newsletters.
A representative from the Seoul Metropolitan Police Agency urged, “Drivers should prioritize pedestrian protection and actively participate in creating a traffic culture where ‘people come before vehicles.’”
