Truth and Reconciliation Commission Publishes 2022 Second Half Investigation Report

The 2nd Truth and Reconciliation Commission (Truth and Reconciliation Commission) announced on the 16th that it has published the second half of 2022 investigation report covering civilian massacre incidents before and after the Korean War, the Brothers Home, and the Seongam Academy child abuse cases.

This report, the fourth published by the Truth and Reconciliation Commission, contains the main activities of the commission and investigation results by case from July to December last year, including the full text of decisions on 66 cases. In addition, various documents obtained from related agencies including the National Archives are included.


The report also includes the full text of the background, investigation process, and results of human rights violations at group detention facilities such as the Brothers Home and Seongam Academy, which the Truth and Reconciliation Commission announced at a press conference last year. Detailed testimonies from applicants for each case are also recorded, allowing a thorough understanding of the victim situations at that time.


Furthermore, documents prepared by the Ministry of National Defense and the Defense Security Command related to the forced conscription of university students and the forced informer operation, as well as an appendix listing 2,921 individuals involved in forced conscription, recording, and guidance operations, are included. The report on human rights violations of victims including suspects in the Lee Chun-jae serial murder case also contains investigation status on 23 suspects who suffered damages during police investigations and 43 police officers who conducted the investigations.


Additionally, the report includes results on the anti-Japanese independence activist Jeong Hae-du’s Gwangju Student Movement and the mass civilian sacrifice incident by military and police, the Gyeongbuk Gyeongju National Guidance Alliance and preliminary arrest cases, the Air Force Intelligence Unit’s abduction of North Korean civilians, human rights violations of families of abducted and returned fishermen, and cases of unfair judgments due to avoidance of military service.


The Truth and Reconciliation Commission also included future tasks in the report. To actively clarify the truth of 20,092 cases applied for by the deadline of December 9 last year, it prioritized strengthening investigation capabilities and expanding personnel. It also mentioned the implementation of recommendations according to the legislation of compensation laws and the revision of the Past Affairs Settlement Act passed by the National Assembly last month, the stable progress of the excavation project of remains, and the concretization of preparations for the establishment of the Truth and Reconciliation Foundation (tentative name).
