Focus on Developing New Tourism and Cultural Infrastructure in Hwasun and Attracting Youth
On the 13th, Hwasun-gun, Jeollanam-do announced that it has prepared the largest-ever first supplementary budget and submitted it to the county council.
Since the 8th elected administration, the 2023 main budget was also the largest ever at 750.5 billion KRW, and this first supplementary budget is the largest among all supplementary budgets, bringing Hwasun-gun's total budget to 864.3 billion KRW, setting a new record and approaching the era of a total budget of 1 trillion KRW.
According to the county, this supplementary budget represents an increase of 113.7 billion KRW (15.2%) compared to the original budget.
The main sources of the general account supplementary budget include 50.4 billion KRW from local allocation tax and others, 22.3 billion KRW from national and provincial subsidies, and 30 billion KRW from internal transactions such as compensation income.
The budget size for the general account increased by 108.6 billion KRW (16.9%) to 749.9 billion KRW, and the public enterprises and other special accounts increased by 5 billion KRW (4.6%) to 114.3 billion KRW.
The total budget is 864.3 billion KRW, an increase of 113.7 billion KRW (15.2%) compared to the original main budget.
By sector, the budget includes 8.3 billion KRW for public order and safety, such as 4 billion KRW for the Hwasuncheon Flower River Road construction project and 1.5 billion KRW for the Gilsung disaster risk zone maintenance project; 17.7 billion KRW for culture and tourism, including 9.5 billion KRW for regionally specialized eco-friendly accommodation facilities, 1 billion KRW for the Hwasun flood control park golf course construction project, and 800 million KRW for the Dajiri soccer field renovation project.
Additionally, 37.3 billion KRW is allocated to agriculture, forestry, marine, and fisheries sectors, including 4.2 billion KRW for the rural care village construction project, 2.7 billion KRW for the Gaemisan observatory construction project, and 2 billion KRW for the forest thinning project; 23.8 billion KRW is included for land and regional development, such as 11.5 billion KRW for the pet animal theme park construction, 2.4 billion KRW for the youth and newlywed full-rent housing project, and 2.3 billion KRW for the Hyangcheong district urban regeneration project.
County Governor Gubokgyu stated, “This supplementary budget is aimed at laying the foundation for culture and tourism to leap forward into a new Hwasun, attracting young populations, and making Hwasun a desirable place to live.”
