Ministry of Land, Infrastructure and Transport "Special Crackdown on Fraudulent Used Car Listings and Suspicious Cases"

Targeting Seoul, Gyeonggi, and Incheon Areas Until May 31

The Ministry of Land, Infrastructure and Transport announced on the 9th that it will operate a special crackdown period until May 31, focusing on receiving reports of damage and suspected cases of false used car listings in the metropolitan area as part of the 'Special Crackdown on Fake Listings Used as Bait for Housing and Used Cars.'

This special crackdown targets the Seoul, Gyeonggi, and Incheon areas, where more than 30% of used car dealerships are located. If you have experienced damage due to false used car listings or suspect illegal advertisements or bait listings, you can report to the relevant local government where the used car dealership is located by accessing the national civil complaint portal, 국민신문고 (People's Petition), and submitting a complaint. Those who find it difficult to use 국민신문고 can also easily report through the local government call centers.


False used car listings refer to ① acts of unfair labeling or advertising (Article 57, Paragraph 3 of the Automobile Management Act), and ② providing false information about the vehicle history and seller (Article 58, Paragraph 3 of the same law). For example, if a mid-size passenger car from 2020 with a mileage of 4,500 km is advertised for sale at 4.5 million KRW, which is only 13% of the market price, but in reality, a 2019 model with 40,000 km mileage is sold, this constitutes a false listing.


The Ministry of Land, Infrastructure and Transport and local governments will verify the existence of the vehicle and the authenticity of the vehicle information upon receiving reports of suspected or actual false listings. If a violation of laws is suspected based on the report, they will visit the relevant business and impose administrative sanctions such as business suspension if violations are confirmed.


Furthermore, for matters requiring criminal punishment, the Ministry has established a cooperation system among the Ministry, local governments, and the National Police Agency to promptly transfer the relevant information to the police for investigation.


Meanwhile, Minister Won Hee-ryong of the Ministry of Land, Infrastructure and Transport plans to attend a meeting in the afternoon at a used car sales complex in Gangseo-gu, Seoul, to discuss measures to eradicate false used car listings. At the meeting, Minister Won will listen to the current status and damage cases of false listings and discuss eradication measures while requesting cooperation from various sectors.
